New Philadelphia (pop: 17,056) is the pleasing seat of Tuscarawas County. Perhaps not as bodacious as old Philadelphia (Phila, PA), the city contains a nicely scaled square, the playful Tuscarawas County Courthouse, and many well-preserved storefronts.
