Barnesville (pop: 4,225) is an old Quaker town in Belmont County, not too far from I-70. One of the highest towns in the state (elev. 1,309 feet), Barnesville has beautiful Victorian houses, an active downtown, and has the beautiful Richardsonian Romanesque Bradfield Building. And as with almost all Ohio towns, it has a festival (this time, pumpkins).
