It seems that most cities have soccer-only stadiums, because 25,000 fans is a stadium that seats 28,000 looks good, while 25,000 fans in a 70,000 seat stadium looks bad

I worked in the then-Union Commerce Building from 1981-83. Back then Ernst & Whinney (before Young), Squires Sanders & Dempsey, and Jones Day were all in the building. Huge traffic jam of suits waiting for the elevators (This was even before Casual Fridays were a thing) Down in the arcade was the Guvernors Pub, a Burrows (who remembers them?), a coffee shop, a Post Office and more.

I was only working there for a couple of years - but on the sixth floor, with a window looking in at the light wells. In the winter time the sun didn't make it anywhere near those bottom windows.

Well, I worked in the Ohio Savings Plaza in the mid-90s. Don't have pictures, but I definitely remembered that there were no "casual days" for dress. Downstairs was the Colonnade Cafeteria.....

I would also vote that this is not "transformative". There are already many new (less than five years old) apartment buildings, one right across the street and others within blocks, as well as some big residential developments even older right off the Superior Viaduct.
