But proponents of Ohio's historic preservation tax credit program say limiting the awards to $25 million each year - a cap outlined in language from the House and Senate - will severely curb the state's ability to attract developers, revive little-used properties and create jobs. Since 2007, the state has awarded nearly $246 million in tax credits to 108 projects. Those credits, which property owners receive after their projects are done, complement a longstanding federal tax credit program and help developers attract investors. In a challenging economy, the state credits have been a lifeline for property owners filling historic buildings in Cleveland with apartments, hotel rooms, classrooms and offices. Now a study prepared by researchers at Cleveland State University shows that Ohio gets back roughly a third of its investment - 31 cents on every dollar - before developers even finish construction and receive the tax credits. The study provides concrete evidence that Ohio's historic preservation tax credit program is working. Based on four rounds of awards from 2007 to 2010, researchers predicted the projects would generate $10 billion in total economic activity and support an annual average of 7,000 jobs through 2025. New neighborhood to rise on Cleveland State University campus Published: Thursday, June 02, 2011, 5:55 AM By Karen Farkas, The Plain Dealer http://blog.cleveland.com/metro/2011/06/new_neighborhood_to_rise_on_cl.html CLEVELAND, Ohio -- A new neighborhood that includes one of the largest downtown apartment developments built in recent decades will rise at Cleveland State University next year. Campus Village is aimed at CSU faculty, staff and graduate students as well as young professionals. It will include 308 units in nine buildings, a parking garage, outdoor pool, clubhouse, cyber cafe, stores and restaurants on 6.8 acres bordered by Chester and Payne avenues and East 21st and East 24th streets. Three buildings are scheduled to open by August 2012 and the remainder two months later. The $45-million project by Polaris Real Estate Equities of Gates Mills was approved Wednesday by CSU trustees, sealing an innovative partnership. CSU owns the property and will lease it to Polaris, which will develop and manage the project. It will offer one-, two-, three- and four-bedroom units in three- and four-story buildings. Polaris officials said Wednesday that rent has not been determined but they told CSU last year that apartments could rent for $850 to $1,550 per month. "The university invests no long-term money in the project and gets a long-term yield from it," said CSU President Ronald Berkman. "It is integrated into the campus while still feeling like a residential village." He expects many tenants will not be associated with the university but will be attracted to the location, across from CSU's recreation center and tennis courts and a short walk from Playhouse Square.

Ted Strickland's Motion Picture Tax Credit program went into effect last year. The Ohio Film Office announced the latest four films to be shot are: "Liberal Arts," starring "How I Met Your Mother" actor and Columbus-native Josh Radnor; "Old Fashioned," written and directed by former New Philadelphia resident Rik Swartzwelder; "Over the Wall," starring Kim Basinger, Nick Stahl and Freddy Rodriguez ;and "Seven Below Zero" starring Val Kilmer. These movies, along with films that will be shot in Cleveland including "The Avengers," a big-budget superhero film starring Robert Downey Jr., Samuel L. Jackson and others; "Boot Tracks" starring Matt Dillon; and "Fun Size," starring Nickelodeon star Victoria Justice, are putting Ohio on the map as a state friendly to film producers. "With recent movies such as 'Unstoppable,' 'Ides of March,' 'The Avengers' and more, Ohio is seeing a boom of interest from Hollywood," said James Leftwich, director of the Ohio Department of Development. "These films will provide an economic boost to the communities that serve as sets and continue to grow Ohio's film industry into something Ohioans can be proud of."

Ivan Schwarz, executive director of the Film Commission, said plans are still in the early stages, but he sees the potential to turn parts of the 1-million-square-foot corporate headquarters into a high-tech multimedia film production center. He said he would love to get started before 2014, when American Greetings is scheduled to leave. "They have a lot of space that would work perfectly for our purposes," Schwarz said. "It's a well-kept building with the potential for many different types of production and multiple uses. We could turn the warehouse into sound stages, offices into production offices and a backlot that people that could shoot in." Schwarz is headed to Los Angeles next week and wants to bring back an expert to help him evaluate the site's potential.

  9. well, after reading countless Minneapolis tunnel references on cleveland.com, I am glad I go here to discuss things instead of there. His article paints the situation as pretty bleak. It seems like the city is going to roll over and let Rock Gaming do whatever they want. When forbes said "The gaming customer is not comfortable parking outside a certain radius without climate control and security", my stomach churned.

  12. my problem is that i actually bought into Gilbert's commitment to weave his casino into the urban fabric and this seems to be against that promise. I thought the stretch of prospect between ontario and E4th could be developed somehow and knocking down the columbia would threaten that. The garage would probably end up being livable, but far from ideal. Its kinda disheartening.

    I didn't want to make a thread on it because I wasn't sure how the mods would react and I wouldn't have anything to kick it off with, but I noticed lately that pretty much everything posted has been based on articles from places like cleveland.com (I mostly reside in the Northeast Ohio forum). I thought, since there are a lot of informed people on here in position to hear things, a Rumor Mill thread would be cool. A place where people can post hearsay about developments that haven't been announced or are in preliminary stages. Would this have any traction, or would a thread like this eventually die from lack of use?

    i was reading that his approval rating in march was hovering around thirty percent, the lowest of any first-term governor in ohio's history. How big of a dip do you think this casino business will cause? Also, with such a poor approval rating and it being his first year in office, I think he is one of the few people that actually has a real chance at a recall.

  23. I doubt it, that place is pretty nice. I was friends with a security guy who worked the night shift, we used to go in and kick field goals, work out and I even went through a couple of their lockers. Tim Couch had a small head, his helmet wouldn't fit. Thats mildly disturbing. I feel like a facility for training camp shouldn't be downtown.
