  3. Except, in the case of parking meters, the fee is not targeted to specific people. The problem here is specific people (OTR residents) being charged for a general benefit (a part of the city's transit system). Anyone can park at a meter, not just OTR residents, so it's different. But, yes, there is a specific stipulation regarding parking meter revenue that had a similar effect, which the Xerox deal attempted to skirt.

  5. I think you're pretty spot-on. Whether streetcars are the right transit tool depends on the context. DC's streetcar is probably the most suspect of the modern crop. In a transit-poor city with a densely built, somewhat downtrodden downtown like Cincinnati's, they are a fantastic idea. Most of the critics are unfamiliar and/or unrealistic about the political climates in tier-3 urban America, as well as the urban economic and real estate contexts in those cities. Contexts are likely to shift, too, though -- in fact that's largely the point of streetcar projects. So cities building them should keep an eye to how to keep the infrastructure relevant in the long term. For example, designing lines with the possibility in mind of making the ROW exclusive and carrying longer, heavier vehicles in the future. (One example where I think Cincinnati's streetcar maybe missed this mark is in not planning for one-way to two-way street conversions.)

  12. It would change the percentage. Say you earn a dollar and pay 50 cents to transit. 50% of your earnings go to transit. Say there's another 50 cents that's off the books that you also pay to transit. Account for that 50 cents and you bring in $1.50, $1 of which goes to transit. So you pay 66.667% to transit.
  13. Only one I've been to is Barcade in Brooklyn. Each credit on a game machine costs a quarter, just like in the old days. Gotta feed bills into a change machine to get your fistfull of quarters.

  17. The capital costs do come close, as basically all the costs are the same, minus track installation. Maintenance and labor are more for BRT due to more wear & tear on road surfaces vs. rails, buses having a shorter life, and buses having less capacity per operator.

    A fixed-gear bike has just one gear, but the gear is fixed to the pedal shaft, so you can't coast without pedaling like on a normal bike, and you can brake by bracing your legs. You'd usually have pedal clips to help with control and braking. "Track bikes" (like those used in a velodrome) are fixies.

  24. With CVG leadership behaving so shockingly childish, I am beginning to warm up to the idea of a new airport in the northern suburbs.
