Cranley's plan is to halt streetcar construction Dec 1, drive up costs due to the delay, return fed money back and then hold the referendum for the streetcar. In that order. He knows no one would vote for It without fed funding and with increased costs due to his own delays.

If Cranley does succeed and gets a majority of council to cancel the streetcar project Dec 1, and streetcar supporters decide to collect signatures, does that mean that construction ceases while they collect signatures & until the vote is held? Or does construction continue while they collect signatures and until the vote is held? That would increase construction costs significanlty right if the first scenario is true?

How can Cranley block a referendum? I don't understand. If he gets 6 members to agree with him, he can block people from voting on the streetcar issue should citizens get enough signatures to put it on the ballot. He can conceivably cancel the streetcar with council and then prevent anyone from putting the issue on the ballot

Whats interesting is that Cranley had an 'out' with the parking plan. Use the money to fill in the operating budget deficit from cancelling the streetcar Now, if/when he carries out his wish to cancel the streetcar, we are looking at an approximate $55mil operating budget deficit for next year(Not including the $20mil he wants to spend for more cops/ff). How in the world is this fiscal responsibility? Is he purposefully setting himself up to be able to say "Listen, I can't stop the streetcar but I did stop the parking" or is his ego really that big where he thinks he can cancel both without consequences

Youre right, It's going to be tough. But the vote will be just as tough if not tougher. Voter turnout from the center of the city is going to have to come out in droves to counter the outer city burbs.

David mann just said he is not a swing vote. He says he will look at the cost to cancel vs keep it going but that an overwhelmingly majority of people are against it. The streetcar will be canceled barring a miracle (pressure from Burke, Enquirer, business community or someone else prominent ). We need to be prepared and organized for a swift response .
