Cincinnati City Council
I'm surprised people on this forum dontnunderstand what happened here. Council had to pass a budget in late May, about 5 weeks prior to the date of the fiscal year, because Cincinnati lost the emergency clause. Usually budgets end up passed the night before (slight exaggeration) and they have some pretty good estimates. 5 weeks early meant there was lots of money they couldn't legitimately budget for. That being said, the city does seem budget extremely conservatively which leads to large announced deficits followed by big carryovers. Pretty annoying

I rode it yesteday. The recent Duke has main replacement is definitely the primary contributor to many of the dips. Many of the dips are located at the newly replaced duke manholes (what are those things actually called since they aren't really "manhole" size. Duke always does a crappy job patching up its work. That being said, once the final lines are painted and the street is swept this will be very nice.

My argument is how to prevent the desire to commit a violent crime is a more proactive and potentially successful measure than a Three Strikes law that has been proven to not deter crime. The amount of violent offenders in the country is incredible considering how controlled American society is. No other nation puts as many resources into law enforcement and surveillance. There's a difference between crime "deterrence" and crime "prevention." You said earlier that you wanted things that would "prevent" crime. I agree that societal improvements that reduce crime, improve the economy, etc. are preferable to later methods like three strikes laws. At the same time, if someone is already a hardened (violent) criminal, it is unfortunately too late, and the only real option for "preventing" future crime by that individual seems to be locking them up. Perfectly said. Increase diversion programs for youth and first time offenders to try to decrease recidivism, but also add three strikes. This guy who was just killed was NEVER going to change.

Remove all non violent crimes from most prisons. Never house non-violent offenders with violent offenders. Use intense rehab and diversion programs for first time offenders of nearly all offenses, with the knowledge that if you don't correct yourself you will not have many more chances (when it comes to violent crime). Many of the nearly 20 states with 3 strikes laws don't require all 3 to be violent (which leads to the third strike being theft of a loaf of bread) which has led to much of the criticism. That is changing in many states as its unreasonable. Also, states who really want to help prevent recidivism should prevent employees from asking if an applicant is a felon. Discrimination like that leads to the inability for ex offenders to get jobs. But there are always going to be people who are crazy and can't be saved. Read through that guys rap sheet. For the betterment of society an individual with a rap sheet like that should be put away for a long long time. It's the cold hard truth.

For violent felonies, absolutely. Can you tell me how the current system helped all if the invidious la this guy beat during felonious assaults, aggravated robberies and domestic violence? What is another option? Hugs? We need to get more serious about diversion programs for youth offenders, but if you're 30 with a rap sheet like that, you are NOT changing and should be removed from society.

Homicide in Westwood last night. 31 year old Justin Owensby. Insane rap sheet. Multiple assaults, domestic violence charges, robbery, drugs, etc. this guy alone had to have been the direct cause for nearly $1 million in police work, court cases, damages, etc. it's rap sheets like this that make me wonder why Ohio doesn't have a 3 strikes law for violent felonies. I wouldn't be surprised if it is a reference to the DUMBO (down under the Manhattan Bridge overpass) neighborhood of Brooklyn, which is also the same neighborhood that has the Brooklyn Bridge Park for which the Jane's carousel is the model for the one cincinnati is now building.

The Qualls: charterite, Cranley democrat thing is completely false. Qualls has been a democrat as long as Cranley has been alive. She is also a charterite, but they are less relevant than ever so that's hardly something to tout. Ballots do not have parties, and the democrats will not be endorsing. Triantifilou has already said the GOP will not be endorsing, and COAST is endorsing Berns only so Cranley can tell democrats he's not endorsed by COAST.

But that's not the whole story. Cincinnati really has 3 distinct voting groups: conservatives, white liberals, african americans. If we assume Cranley gets the vast majority of conservatives, and Qualls gets the vast majority of white liberals, then it will come down to whomever can capture the larger percentage of the african american vote. One thing going for Cranley is that he will probably capture a larger percentage of the white liberal vote than Qualls will of the conservative vote. On the other hand, I've always understood Qualls to have a pretty solid relationship with the African American community, and that has translated into votes for her in the past. This is all very correct. However: Cranley has hired several formerly prominent African American local leaders (Laketa Cole, etc) and is really working hard in the African American community. Because that's the only way he wins. The African American population will likely decide the race but there are other factors. Conservatives should expect a surprisingly decent turnout, especially after the lack of conservative turnout in 2011, due to the fact that there is a conservative candidate on the ballot who has a viable chance at becoming mayor For the first time in eight years. Turnout is why the GOP won in 2010, lost in 2012 and why SB5 lost in 2011. Turnout by voting group varies election to election for a myriad of factors. Talking about parking constantly in the media is an attempt to rally the conservative base to boost turnout.

They are incorporating a short spur from Race onto Elder Street going east toward Vine so they don't have to interrupt operation of Phase 1A in order to extend the line in Phase 1B. At least that was the plan the last time I asked about it. If anyone knows that has changed, please chime in. I was recently told the same thing.

This is a very exciting project for Northside. Northside has huge potential to be the close-but-not-OTR neighborhood. An area where you want an urban feel but perhaps a 2k square foot home on a small lot instead of a condo.

Lawsuits like this can take ages. I've been told by people on the project not to expect a resolution on that until 2015. Honesty, unless we KNOW its going I be in the cities favor, I don't want to risk having a decision in the first court come out before this election anyway. Even though the city would appeal a loss, Cranley would have a field day.
