Cleveland: Downtown: East 4th Street Developments
it was proposed to be condos upstairs. there was a dumpster there earlier this week emptying out the second floor. does anyone know where the patio is going to be for the corner alley? the original drawings showed it on e4, but i think it would work better on the euclid side. the frames for most of the windows are in - doesn't look like any sliding window-doors. hopefully i'm wrong about this.

lol. the first one today. thanks. i agree that his vision is large and could include significant residential numbers. however, i don't think there will be 6000 units ready and occupied by 2010. i'd love to be wrong, but i also think it is important to be realistic. i think best case, they put 500 units up a year, so maybe 1500 units by 2010. Plus the pesht vision is long term, i don't know of any developer who will wholesale put 3000 condos or apartments on the market at the same time in cleveland. bottom line for me: there would still be great gains if we added another 5000 residents downtown.

i was just taking a stab at trying to get to 25000 residents. at 1:30am i wasn't in the mood to look up each project. so avenue district is a little less, maybe pesht is a little more. my only point is, i don't see where the additional 15000 residents will live by 2010 with the current projects. and if that is the case, our biggest downtown supporters shouldn't be making unsubstantiated statements like this without some backup. Even stonebridge which has been successful is only currently adding at best a 150-200 units a year.

The Greater Cleveland Regional Transit Authority (RTA) has received a $893,000 grant from the Department of Homeland Security to install a state-of-the-art video camera system on 60 Red Line heavy-rail vehicles. Each day, the Red Line vehicles are used by about 10 percent of the 200,000 people transported by RTA. “This grant is a major step in RTA’s efforts to boost the overall safety and security of our system,” says Joe Calabrese, CEO and General Manager. “We want every customer, every day, to feel at ease while riding public transit.” Information obtained by the security camera system will be shared with other law enforcement agencies in Northeast Ohio, says Transit Police Chief John P. Joyce. The system should be fully operational by next fall. Related news: - On Aug. 1, RTA Trustees approved the purchase a similar system for 40 light-rail vehicles on the Blue and Green lines, as well as 16 cameras at rail station platforms. All 11 trolleys are equipped with video cameras. - The 45 new buses that are expected to arrive later this year will also be video-equipped. - The 21 Silver Line vehicles used on the Euclid Corridor will be equipped with cameras when the Project is finished in 2008. - There are already 280 cameras watching RTA rail stations, bus facilities and parking lots. Expenses:: · The estimated cost of equipping each heavy-rail vehicle is $12,000, or $720,000 total. · The rest of the grant will be used for wireless equipment and network design and installation. · RTA has already spent $2.7 million for existing cameras on vehicles and in facilities. Monday, the Homeland Security Department awarded nearly $400 million to help cities protect themselves from terrorist attacks. About $136 million was given to strengthen rail, bus and ferry systems.

^i'd love to believe it, but i am a numbers man. how d owe get from 8 or 9k to 25k with these projects? stark phase 1 - maybe 400 units (best case 800 residents) avenue district - maybe 1000 units (so liberally say 2000 residents) stonebridge - 1200 units in near term phases (2400) east bank - unknown units (1000 residents) east 4 - what projects are under way, besides the proposed tower? other projects - public square, prospect ave, channel 3 (maybe 200 residents) this looks more like 6000 or 6500 residents being added if everything goes as planned - which is amazing. but, it also show why we should have a junk load of projects in the pipeline and under construction to continue the downtown expansion. i don't think that what is currently announced can equal 25000. although, i'd still be happy seeing another 7000 people downtown.

but walmart doesn't actually own this property, right? they are going to lease the finished product from whoever is developing it. i think the developer is on the hook for the risks here and not walmart. hopefully someone has their risks covered, b/c this looks expensive.

here is the ordinance on cabs, found at http://caselaw.lp.findlaw.com/clevelandcodes/cco_part4_443.html i still think you can legally hail a cab, but the cab just can't be "cruising" for fares in a non-taxi stand zone. 443.281 Service to be Rendered on Demand It shall be the duty of every driver of an unengaged taxicab, upon request, to transport any orderly person between any two points within the City. Should it be shown at any time to the satisfaction of the Commissioner that a driver has failed to comply with the requirements of this section, the Commissioner may, after hearing, revoke the license of such driver. (Ord. No. 1828-77. Passed 6-8-78, eff. 6-12-78) 443.29 Cruising or Soliciting No public hack, while soliciting employment, shall stand on any public street or place other than at or upon a public hack stand, designated or established in accordance with this chapter; nor shall any driver of such hack seek employment by repeatedly and persistently driving his hack to and fro in a short space before, or by otherwise interfering with the proper and orderly access to or egress from any theater, hall, hotel, public resort, railway or boat landings, or other place of public gatherings. No person shall solicit passengers for public hacks, except the driver of a public hack, when sitting upon the driver's seat of such vehicle, except that at special points designated by the Commissioner of Assessments and Licenses not more than two agents may be employed to solicit business on the street. No persons shall be permitted to ride in the front seat of a taxicab with the driver, unless the rear compartment is occupied, and any driver who shall permit this may be deprived of his license. All police officers and inspectors of licenses shall notify the Commissioner of any violation of this provision. (Ord. No. 1684-76. Passed 6-29-76, eff. 7-6-76)

Cleveland taxi cab stuff
i think the rule in cleveland is that cabs can not wait for passengers unless it is a designated zone (hotels and some office buildings) and cabs can not drive around looking for passengers. however, you CAN hail one on the street if it stops, is empty, etc. (presumably, the cabbie is driving to get a bag of chips or to one of the drop off zones to wait for the next fare). I have had consistency problems with all cabs in cleveland except for zone/yellow. they seem very consistent and professional and get all of my business now.

they also need to landscape around the "seepage control" clear plastic boxes that fill up with the brown liquid refuse perculating out of the big mound on the east side, across the street from the main development (next to the new giant eagle get go). they looked terrible over the weekend.

so what was the real reason for press conference? it almost seems like they are doing this as a favor to support the "believe in cleveland" sort of mentality. and although they have had these phases in mind for some time, why announce something at this point about the future. now, when phase 12 doesn't happen, in 15 years someone will say, "there were supposed to be buildings here." was there any overarching purpose (additional investment partners needed, hoping to start drwaing interest for the retail space)?

i was going to post, but it seemed the language was unclear in the latest release as well, and i didn't want to get everyone excited again. it sounds like the ceremony is being held on the site of building 1. but are they really groundbreaking for building 1 or the townhomes that have met pre-sales or just the infrastructure? i haven't heard that pre-sales for building 1 have been met. still exciting, regardless, i'm just trying to understand what is going on.

looks like gomez got a little confused. here is the updated PD bit: Stonebridge developers plan 1,500 new homes in Flats 12:08 p.m. (updated 3:06 p.m.) The developers behind Stonebridge, already an unlikely success story on the west bank of the Flats, plan to add about 1,500 homes and 935,000 square feet of office and retail space to their growing neighborhood. ^ but then i think it should be structured differently. as it stands now, to "expand" gambling to other cities would require another constitutional amedment. http://www.ohiolearnandearn.com/learnandearn_amendment.pdf (page 5 has the full text) it just doesn't seem to fit with the rest of the state constitution.(it would go in article XV, Misc., right after the gay marriage amendment. http://www.legislature.state.oh.us/constitution.pdf I would prefer something that said "Upon popular vote of X% of city/county population, a city/county may offer X type of gambling subject to the following ... X% goes to scholorships, X..."

i think they had private money for the first building, made it apartments, then sold some off and used that money for the next phase. other developers in cleveland should take note of their strategy and start small and keep growing. there are 10 other areas near downtown where this type of approach would work - including many of the warehouse parking lots. the legacy village/crocker park wholesale construction just doesn't work as well in the city.

it was from the subway coming up from underground i think. w25 is also like this where the subway came to the surface. i don't doubt that it is difficult and perhaps prohibited or just very expensive, but i'll be looking for different windows on my next place. i think they can replace as long as they are identical looking and of certain material, but maybe this drives the cost too high as these become "custom" windows and not off the shelf.

i agree with this. new windows are a must for noise alone. i'd lived in a building in the city before with newer windows on a lower floor and there were minimal noise problems. on a higher floor with old windows (fixed up, but still old) i hear EVERYTHING as if i'm at street level.
