Outside of the station, she waves the pass in front of his face for about 1 second before snatching it away when he extends his hand to receive it. After this she continues on her way to her car. Maybe the officer didn't communicate well, but from her own account, his desire to read her pass seems pretty obvious. Clearly, from the video, no reasonable person could have read the text on the pass.

I think the POP system is first and foremost a function of cost. Turnstiles at stations would have to be manned, possibly even by more than one person while POP is a fraction of that cost. *Post above mine addressed this first.

I ride RTA often so I feel like I know this situation well. When asked, I and all others I have seen go through the same process make sure to: 1. Stop walking, 2. Pull out your pass and give it to the officer, 3. Wait for the officer to read it and give you the ok. This is an annoying, inefficient, and confrontational but completely legitimate function of the RTA police. Furthermore, if you have ever held an RTA pass in your hand you know the type is small and waving it in front of the officer while continuing to walk would defy common sense. From her own account and now with the video support, after repeated requests from the officer to show her pass, she seemed completely unwilling to take the basic steps to adequately do so. All that said, the officer could have been unnecessarily harsh, combative, and carried out the arrest in a rougher than required manner - but we can't tell from the video. And while the officer could have been a dick, his effort to physically stop her was warranted - or else anyone without an RTA pass could could ride for free and keep walking when asked to show a pass. Officers should be scrutinized heavily because they possess authority made available to only them. Expecting a very high standard of conduct is warranted. But talking about the police is an emotional issue for most people and too often "cops are bastards" supplants a reasonable analysis of each individual issue. Whether police as a whole are uneducated, hotheaded, lazy, and aggressive doesn't tell us if the officer's conduct here was justified. Which, in very broad strokes, it appears to be.

Just out of curiosity, how does a city market itself to out-of-towners who are already there? I understand the need for a marketing and coordination entity like Destination Cleveland but I've travelled a good deal and have never gotten the impression, even in the most "successful" cities, that anyone cared who I was or why I was there - even remotely, and I didn't expect them to. Our yearly murder count has hovered around 100 for the past couple years. As in all other cities of the western world, the per capita violent crime rate is a fraction of what it was when it peaked in the mid 90s and has steadily declined since.

What the hell? So how this is handled should indicate to us if the police possess or lack vital integrity. Will be interesting to see if they actually investigate or look the other way - given that the assailant seems to have been involved with the police benefit. Cleveland man pummeled by tuxedo-clad attacker after police charity event outside Playhouse Square CLEVELAND, Ohio -- A tuxedo-clad man and two others jumped a college basketball fan early Sunday morning outside a downtown Cleveland hotel that was the site of a black-tie police scholarship fundraiser. Steven Crupp went to the Wyndham at Playhouse Square to meet a friend for drinks after the NCAA Elite 8 game, but left on a stretcher. The beating came near the end of Salute to Our Heroes, an annual benefit auction organized by the Greater Cleveland Police Scholarship Fund. Cleveland: Lakefront Development and News
Just a point about pedestrian scaling. I was in New York recently and found that crossing the big longitudinal streets in Manhattan was probably worse than getting across any of our big streets in Cleveland. Carnegie, 9th, Superior, and St. Clair are probably much too big for a comfortable pedestrian crossing but 1st, 3rd, and 6th in NY were also pedestrian nightmares - and more hectic. So, having tall buildings and more people doesn't really lessen the impact of crossing major thoroughfares. And it isn't a problem unique to Cleveland. This was probably more a function of the competing interest of automobiles than "poor planning." Well....those 2 aren't mutually exclusive, I guess.

Agree with most of your points except this one. The bluff overlooking the lake on Mall B is probably one of my favorite spots in the City. When the weather's nice I'm out there a couple times a week to spend some time. As a downtown dweller, I've begun to see the Mall function well for more people. It's a favorite for people with dogs and people who use it for some kind of athletic activity - whether it be playing catch or sprinting up and down to train.

One can. The Cleveland International Film Festival, which wrapped Sunday night with an awards reception in Tower City Center, broke through the six-figure barrier in attendance for the first time in its 39-year history, drawing 100,204 film fans over 12 days. "The same message over and over is that we want to do better not bigger," the festival's executive director Marcie Goodman told me before the awards ceremony. Some closure, if any can really be had, from this nightmare. 3 men in Brennan's Colony murder sentenced to life in prison, fourth sent to prison for 11 years CLEVELAND, Ohio -- Three men involved in the murder of Cleveland Heights bar owner Jim Brennan were sentenced by a Cuyahoga County judge to life in prison, and the fourth received an 11-year term on Friday. I always figured someone willing to blast Chief Keef out of a cell phone at full volume on a packed train is almost always deranged enough to escalate a confrontation when asked to turn it down. I don't feel like duking it out with some nut on the train. Extremely annoying nonetheless.
