Cleveland: Population Trends
Cities can't do much to actively retain residents as most of the opportunities or lack thereof are due to macroeconomic trends with causes and effects legions above what a City government can even hope to control for. If people are moving, we can assume that it is for a good reason - to find greener pastures elsewhere because their current situation isn't working out. That is actually a good thing. Population loss looks bad on paper but we can assume that the people who moved have traded up, not down.

^ I would expect not. I assume even the most unsophisticated criminals would be aware that a new Red Line station would be camera-ed up to the hilt. But then again....these guys probably aren't in this line of work due to their intelligence...

I think the early settlers coming to pre-industrial America probably did come for an opportunity to own land and escape some of the conditions in Europe (crowding maybe among them). People coming over in the later waves (some of the 2nd and definitely the 3rd) during the industrial period though did settle in dense manufacturing centers. I think it really depends on the time period you're talking about.

Shaker Heights: Van Aken District Transit Oriented Development
I know Shaker Heights is known for uniformity but man, it's a bummer that nothing is over 4 stories. Once you get above the tree and building canopy you get incredible views of the City in the Heights given their elevation. I would gladly pay more for an office or apartment with views of the City which only really come into focus over 3 stories.
