Apparently the AG letter wasn't an official "opinion," so it doesn't really hold any weight. I've heard there is talk going on with members of the General Assembly to try to amend the ORC to specifically allow for virtual public meetings to take place.

It shouldn't stop administrative planning and zoning reviews, but anything that needs approval from the Planning or Landmarks Commission or the Board of Zoning Appeals would be problematic with commissions not meeting. The Ohio AG sent out a memo that evidently suggests open meetings can still occur electronically, but I haven't read too much into that yet.

The megablock in the Warehouse District is the first "Urban Core" overlay district that was passed by City Council a few years ago. Not related to ward/at-large split, but I went through a couple years ago and researched the city councils of the 100 largest cities in the US and ranked them by city council members per capita. Cleveland: West Side Market News & Info
It comes down to a single fact: the WSM is never the #1 priority of those who set the budgets and policy in City Hall. If you set up a non-profit and have dedicated staff for the market, their #1 job will be to make sure the market functions well, and they will be able to fundraise for it, and they will be able to make changes more easily. Unlike Cleveland City Council and the mayor's office, who have lots of other things to focus on, the board of directors for the WSM would be exclusively focused on the WSM.
