Could it be working but only in certain areas? I consistently see the signal at E12th change it’s normal pattern to accommodate the healthline. ? The HealthLine’s signal priority has been back on for years. It’s not active at major intersections like E 9 & E 55th, but it is at most other places.

What's preventing you from doing anything with that space now? FES takes up less than half of the area you've whited out. Yeah, but it's smack dab in the middle of that space and would have a massive impact on any plan to are coming up with for that land. Not to mention, as significant amount of the parking in that area is required to be there because of the team's contract with the city, so that's even more space indirectly taken up by the stadium's location.

It was to maximize the amount of interior space that had direct access to the perimeter of the building. The windows allowed for ventilation and airflow to make the environment in the building more pleasant. It was also to increase the amount of sunlight that got into the inside of the building.

The problem is Cleveland really doesn't have massive traffic issues. The irony is Washington does and Metro ridership is dropping anyway. Transit ridership is dropping pretty much everywhere in the US, except for a handful of cities. http://humantransit.org/2018/04/why-does-ridership-rise-or-fall-lessons-from-canada.html No, the methodology of counting riders hasn't changed, to my knowledge.

Based off a brief convo I had with a guy at Sherwin this week, it doesn't sound like this will happen anytime in the near future. The focus will be on "paying down debt from the Valspar acquisition" before making any moves on building a new HQ.

That’s not saying there aren’t other reasons to support it, but investing tax dollars doesn’t lead to a net economic benefit...

According to the PD, they arrived in mid-February. But they said it would take 16 weeks to replace the wheels on the whole fleet. He's right, the 2016 estimate for Cuyahoga Co was 1,249,352 https://www.census.gov/newsroom/press-releases/2017/cb17-44.html So did Cleveland MSA gain or lose in these new estimates? "down an estimated 272 people" http://www.cleveland.com/datacentral/index.ssf/2018/03/cuyahoga_county_no_3_nationall.html Sorry, the above was for combined Cleveland/Akron area. I just checked the Census site and the Cleveland MSA alone was down 1,221 from 2016.

That sounds like a fair assumption. It wouldn't make sense to me to have two locations just 1/3 of a mile from each other, both in the Gateway District.
