"Open to Traffic" and "finished" are two very different things. ODOT considers Open to Traffic = public completion date because John Q. Public would never know the difference anyway. That doesn't mean there aren't work items that still need to be completed.

'Cuyahoga River remains undredged, threatening shipping commerce; Port seeks court order vs Army Corps of Engineers' This whole situation is just so odd, I don't really understand it. I think the reason is because this isn't an ODOT project in the sense that the State did not initiate it or is it in their 'wish list.' The City of Strongsville is the entity who is pushing for this construction, thus they have to bear their share.

That sounds very plausible. Highway funding is a complicated puzzle sometimes to get the final total required. It is possible that in order to get the safety funds for other items of work, it was required to close the ramp. That is something I should be able to find out... My understanding though is that beginning at the Main Avenue bridge (prior to the merge) the speed limit will remain at 50mph.

Cleveland: Shoreway Boulevard Conversion
There was an article about it in Late December, where Ohio City, inc wanted the ramp to remain. I haven't heard anything in the news about it since. I'd be really surprised if it stayed though. It would most likely violate FHWA's terms for the funding...unless they can obtain a design exception. This late in the game though I don't know about that.

Just my two cents; while it's wonderful seeing the amount of people at PS tonight, I think Mall B is just a much better location for the Star-Spangled Spectacular. It really is a beautiful night out tonight though!

Exactly. What you mentioned are the returns we'll be getting. People saw we are not the mistake by the lake, that we have a lot to offeread, so that next time Cleveland comes up on a short list to host a big event there won't be as much skepticism. Most of the time when people come here they are impressed and this event exposed our city to thousands more tourists, media and event planners. Cleveland left a food impression on them and that will be on their minds when they think of us again. Oh I totally agree with you. Dave Gilbert has even said hosting this event was never about the direct spending, it's about exposure (which Cleveland scored a gold for). I guess my point was only that locals stayed far away for reasons that never materialized. And that was unnecessary. The event was definitely still a success.

News organizations and downtown employers were consistently telling people to stay away. Not once did the city try and refute that. Consequently the only people who were downtown were the 50,000 visitors. A lot, but less than a normal, non-event day.

A lot of places did lose money, but that's the city's fault. They broadcasted fear for everyone to stay away and they did. What ended up happening was downtown was a ghost town everywhere except E4th street.

I was speaking with a local City Engineer this week who also sits on an area transportation planning committee. He mentioned that prior to the Cavs championship, Joe Calabrese said he would be taking rail cars out of service that week in preparation for the RNC. When asked by another committee member "what if the cavs win" he replied simply with "it's the Cavs." The source was credible and to me explains why the red line was only running two car trains. I don't know enough about the blue/green to know if it had an effect there. Has anyone heard anything like this before? If so this was horrible mismanagement...

Has anyone used RTA's mobile app yet? I'm curious how it works...do you show it to the operator? Is there a separate lane entering and exiting the rapid at Tower City?

^ I don't think that's quite true. What they'll be doing is a replacement of the existing decks and miscellaneous steel and pier repairs. My understanding is that the final condition will be 6 lanes in each direction. 4 on the existing bridges and two in each direction on the center structure.
