Well then we will see how the steel frame is attached to the concrete base. 55 Public Square is half concrete, half steel. I never understood that, but I saw it happen. Steel is easier to handle than concrete and won't require a fleet of mixers. But steel supply needs large trucks and can be capricious in supply as it comes from somewhere else, not Cleveland or Pittsburgh anymore.
That might explain the position of the crane within the building perimeter. Better for placing steel, quite difficult for concrete, no other place to put it.
