Cleveland / Lakewood: The Edge Developments
According the to Ward 19 Newsletter, the new 130,000 sq ft Target on West 117th Street is set to open on July 29. West 121st Street will be extended to Berea Road as well in order to attract new business in the industrial section to the west of the store. Of more interest is the announcement of two new retail operators that will build on the two of three outlots near Target. A new 87,000 sq ft grocery store and a new family RESTAURANT (EDIT). No names have been given yet, but they will be announced in the near future

Well, the negative I have heard, and I can understand where they are coming from, all stems around the idea that that, although the city/county will benefit as a whole, this appears to benefiting a private component of the region. Thus, they should be the ones who pay for it. I understand, but I disagree.

I did some searching and found the artist who actually did these. His name is gNAW and is mostly know for his "Furry" work. http://www.furaffinity.net/user/gnaw/ Here are a few more from his portfolio.
