OHIO ECONOMIC EVELOPMENT ASSOCIATION (OEDA) PRESENTS 2021 ANNUAL EXCELLENCE AWARDS COLUMBUS, OH, OCTOBER 27, 2021: The Ohio Economic Development Association (OEDA) presented its Annual Excellence Awards at its 2021 Annual Summit, held at The Exchange at Bridge Park on October 26-27 in Dublin, Ohio. The Ohio Economic Development Association’s Annual Excellence Awards program recognizes the achievements of individuals and organizations throughout Ohio in the areas of economic and workforce development. “The Annual Excellence Awards showcase the best of the best in economic development and gives members of the profession the opportunity to come together and collectively celebrate the success of the economic development profession,” Jennifer Price, OEDA Executive Director, said. Best Project This award recognizes outstanding and innovative projects (retention, attraction, redevelopment (brownfield or historic), greenfield infrastructure, Main Street) in economic and business development that retain or generate jobs and capital investment. This can be anything from a retention project to new facility construction, redevelopment (brownfield or otherwise) or an historic project. The award determination is not dependent on the number of jobs created or retained, size of site, or the amount of total investment. Rather, this award will showcase a unique approach to the project, which can include a public-private partnership, local collaboration, innovative financing and/or incentives, overcoming historic barriers or obstacles, or been a catalyst for economic development in the community. Major Traffic Pattern Shift on I-480 Valley View Bridge Project CLEVELAND (Tuesday, September 7, 2021) - Three years after beginning the Valley View Bridge project, the Ohio Department of Transportation (ODOT) and the Walsh Construction design-build team have passed another major accomplishment with the replacement of the driving surface on the existing eastbound bridge. “Seeing a project of this magnitude continue meeting milestones while working through a pandemic speaks volumes about the hard work of everyone involved,” said Governor Mike DeWine. “Maintaining and improving our infrastructure makes traveling safer by improving the flow of traffic, which will ultimately reduce crashes.” Since fall 2020, eastbound traffic was shifted onto the new Valley View Bridge. This allowed work to progress on the existing eastbound bridge without affecting traffic. Last week, eastbound traffic shifted back to the newly rehabilitated eastbound bridge. During the weekend of September 11 -13, westbound traffic will shift onto the new Valley View Bridge. “Thanks to the planning of District 12 employees, the work on Ohio’s busiest bridge has had a minimal impact on traffic and allowed for the easy movement of people and goods throughout the area,” said ODOT District 12 Deputy Director John Picuri. Beginning Friday night through Monday morning, there will be several closures and restrictions to facilitate the westbound traffic shift. I-480 westbound to I-77 northbound and southbound ramps will be closed on Friday, September 11, start at 7 p.m. through Monday, September 13, at 6 a.m. Detour will be I-480 east to State Rd. to I-480 west I-480 between I-77 and Transportation Blvd. will have various off-peak lane restrictions on Friday, September 11, beginning at 7 p.m. through Monday, September 13, at 6 a.m. Transportation Blvd. entrance ramp to I-480 westbound will be closed on Friday, September 11, start at 7 p.m. through Monday, September 13, at 6 a.m. Beginning Monday, September 13, all I-480 westbound traffic will officially be traveling on the new I-480 Valley View Bridge through Summer 2022, as crews work on the existing I-480 westbound bridge. Westbound traffic will still have access to the I-77 interchange and exit to Transportation Blvd. Work to replace the driving surface of the westbound bridge will begin in mid-September and continue through the summer of 2022. Work remaining on the project includes the painting of the structures and creation of the final traffic pattern on the new bridge. In its final configuration, the new bridge will carry two lanes of traffic in each direction. The two westbound lanes on the new bridge will bypass the I-77 interchange for motorists continuing on I-480. In the eastbound direction, the two lanes on the new bridge will bypass the Transportation Boulevard exit. All three bridges are expected to be open to traffic in fall 2023. In follow up, I wanted to share a link to the survey which will serve to further capture community planning ideas. Interestingly, I know exactly who that someone was that told "Guest Joe Duffy" those exact same words. 😅 😂 🤣 The mural is indeed located at Shore Cultural Center, however (and thankfully) not in the basement. After learning about the Works Progress Administration (WPA) Art Recovery Project (https://www.gsaig.gov/wpa-artwork-gallery) several years ago, I contacted the U.S. General Services Administration to determine if the mural was indeed Federal property. I was in contact with Assistant Special Agent in Charge Eric D. Radwick of the Office of Inspector General and eventually Fine Arts Specialist Julie Redwine. She completed the research and determined that while Karoly and Szanto did create pieces together via the WPA, the TRW mural was not one of them. Now that the Euclid Planning and Development Department is once again adequately staffed, I anticipate finally being able to see some movement in restoring the mural, or at least finding a proper home for it.

Don't forget, it took 20 years to create Dike 14. And that was after two freighters were intentionally sunk in the 1960s to protect parts of the area between I-90 and Lake Erie from erosion. If I recall correctly, there are between 5,000 - 8,000 cars dumped in the original landfill in the 1960s as well. EDIT: I just looked it up. The official placement of dredgings from the Cuyahoga River started in 1979 and was supposed to reach capacity in 1992, but the retaining walls were raised to increase capacity. It was full in 1999. A steering committee is exploring the potential formation of a new community development corporation [CDC]. Oh, look... I'm published. Euclid Landbank Purchases Soar The Euclid Landbank Program, a model program recognized nationally for the ability to place vacant properties into the hands of new owners, has reached a new milestone. Since the inception of the program in 2010 and through 2019, the Planning and Zoning Commission approved and referred to City Council the purchase of 78 vacant properties – most of them purchased by adjacent property owners to use as yard expansion. Before the year is over, a record-breaking 26 vacant properties will be purchased through the program. Noticed some work being done at 1278 West 58h Street (across the street from the Parkview). With assistance from @KJP, it was determined the building was being converted to a storage facility. I found the following plans on the City's permitting site: https://ca.permitcleveland.org/ Not my definition of highest and best use of the property, but I can completely understand the need for storage facilities with all of these apartments in the area.

Opportunity Corridor closure of I-490 extended to November 2021 Additional work and safety measures required on Opportunity Corridor Blvd. has delayed the opening of I-490 between I-77 and E. 55th Street to November 1, 2021, when the entire new stretch of the boulevard will be substantially open to traffic. Following a detailed review of the design plans, the Ohio Department of Transportation (ODOT) requested a change to the grade – or slope – where I-490/Opportunity Blvd. passes under E. 55th St. The Design-Build Team’s plans met the minimum standards; however, ODOT preferred a more gradual slope in order to make the roadway safer for all users. This change added approximately six months of work and $4.6 million to the project. Additionally, unforeseen utility relocation delays have had an impact on the project schedule. The design and construction changes, and utility delays will not impact the overall completion of project in summer 2022. Originally, I-490 was set to open in late-May 2021. At that time, I-490 traffic would have only had access to E. 55th Street via the new quadrant roadway as the entire boulevard was not scheduled to be substantially open until early-November 2021. Concerns for pedestrian safety and traffic congestion along E. 55th St. also led the Department to delay the original opening of I-490 to the new Opportunity Corridor Blvd. The revised opening date for I-490 at E. 55th St. will now coincide with the substantial opening of the new boulevard between E. 55th St. and E. 93rd St. on November 1, 2021. Kokosing Construction Company, Inc. was awarded the design-build contract on the third and final section of the Opportunity Corridor with a bid amount of $150,858,250.00. Thirty million dollars under the estimated cost. The third and final phase of the Opportunity Corridor project will connect I-490/I-77 to E. 93rd Street, where Section 2 left off. Construction highlights will include two new pedestrian bridges, three new bridges located along the boulevard, one new bridge over the boulevard, one railroad bridge over the boulevard, six signalized intersections, new water mains, new major sanitary and storm sewers, along with tree lawns, sidewalks and a shared-use path. With the modified closure at I-490 and E. 55th St., a new project to make necessary repairs to the driving surface of the I-490 bridge over the Cuyahoga River Valley, between W. 7th St. and Broadway Ave., has been fast tracked. By completing this work in 2021 while I-490 is still closed, reduces the impacts to traffic and improves safety for motorists and construction workers.
