If you're asking about the Downtown Ramp Up project specifically: ODOT has construction scheduled through at least 2026, according to the factsheet. Work on the proposed Third, Fourth, and High street connections will begin in 2024. A few upcoming phases haven't received funding as of yet, but that should just be a formality. The roundabout shown in the top picture (below) is the one being built just west of the "bump" on Green Chapel If you line things up you can begin to see some things taking shape like the outline of the parking lot that will run along Green Chapel

It certainly is impressive how many projects are happening all at once within a few miles of the site! I was out there yesterday and tried to get a few random updates on some of the infrastructure projects near the site- Mink St (from Jug St to just past the Intel site especially) seems to be ground zero now: Work continues on a new intersection near the southwest corner of the site (at Clover Valley and Harrison): Crews have started paving some of the newly built roads leading to the Intel site, like this part of Clover Valley (near Jug): And a couple more from Green Chapel looking south toward where Phase One will begin to rise in the coming months:
