Yes, I agree the rest of downtown needs to grow. However, I think retail should be concentrated in a specific area instead of scattered.

I assume the tall ships will be back at the harbor again this summer. It would be nice if the city could arrange for more events like that throughout the summer with visits by either naval or other historical vessels.

Exactly. There is no need to make every piece of downtown a 24/7 live/work/play area with offices, apartments, hotels and such. Just go with recreational and entertainment venues on the lakefront.
