No doubt this state needs to stop paying taxes to IN, MI, PA and WV. The fact that Ohio residents now realize that is the only reason this issue has any support. This has to be the dumbest way to bring gambling to Ohio. It has absolutely no impact on the money going out of state from most of Ohio. No residents from Cleveland, Toledo, Youngstown and very few from Cincinnati will ever go to this place. How does that solve our problem. The fact is that gambling is here in Ohio to stay. I think it's time we get the right proposal in place and use Ohio money to benefit Ohio residents. I loved the slot machine issue a couple years ago, with two exceptions. They should have inlcuded full casinos, not just slot machines. They also should have put in requirements that all employees of the casinos and a majority of shareholders/owners must be Ohio residents. WV has the employee requirement. The fact that "someone is going to get rich" when casinos come to Ohio is likely. Why don't we make sure whoever that is lives and invests their money in our state. I also liked the fact that the money was tied directly to education. Politicians didn't like it becasue they couldn't use the money to cover up their blunders. I was really pissed that the opponents tried to point the finger at the Board that came up with the original plan for that money. They did it without any concept of gambling being the funding source, and it really had some merits. I don't have any problem if casinos are tied to the horse tracks because I understand the desire to keep that industry alive. As long as we make sure to target the populations that are going to the out of state casinos. It's sad to watch the money keep going out of Ohio, but I just can't vote for this issue because I think it would make it too hard to fix and make right.

Another state ready to start taxing Ohio residents - notice the total 61,000 allowable slot machines in PA. Where's George Voinovich's study showing Issue 3's 31,500 slot machines was too many and would never be supported by the Ohio population. Here we go George - let's watch another state go into business and capture some of the Ohio resident's hard earned money! That's exactly what happened with the lottery money. I don't think most people really understand it. The government says the lottery money goes to education, but they are able to reduce their education expenses by the amount contributed from the lottery proceeds. That's what I like about Issue 3. The language specifically doesn't allow them to do that. I think that's why a lot of politicians, especially the conservatives, are opposed. If the lottery suffers from slot machine competition, then they will have to devote more to education funding. Maybe even leading to education funding reform, which they obviously don't want anything to do with.

For Cincinnati, it's a win-win situation. Our local economy would get an infusion of cash every year from casino and slots operators without having full casinos in Cincinnati. Cleveland and Cuyahoga County have pushed legalized casino gambling in Ohio, and the Cleveland area will benefit most; however, it is projected that all state municipalities would share in the wealth that would come from casinos. It is estimated that Cincinnati and Hamilton County would receive $22 million each year to their general fund and an additional $100 million over 10 years would go from the operators to local developers.

David I think we're really talking about taking it back. Right now, we're paying their employees and their taxes/benefits. If it's Ohio residents doing it, shouldn't we be keeping the money here? I'm sure if it's in Ohio, then more Ohioans will be doing it, but I think that's going to happen anyway whether it's the fact that Indiana, West Virginia and Michigan's businesses are increasing every year, Pennsylvania just made it legal or the internet, which even though the federal government just passed the law banning it, the projections still say it will increase! It's almost like these other states have imposed a tax on Ohio residents. That's what I really can't stand. If casinos were only in Vegas and Atlantic City, then I would oppose this thing, but those days are long gone. I'm voting yes.

JDD941, Unfortunately you may be right. I'm not bashing any residents, but anyone in Columbus can feel the effect of the Dispatch owner's opinion. We really don't have another voice in this town. I'm also not saying that gambling would be the cure of all our problems. I just hate the fact that we send so much money into the states around us. The gambling is already here! Let's hope we're wrong and it passes.

Evergrey, Your pretty much correct. With the casinos, at least slot machines, coming into every other state, we really won't have an advantage over them unless we can combine entertainment, etc. with those facilities. Ohio's cities all offer professional sports, major college sports and major concert facilities, which aren't available in Lawrenceburg, Indiana, or the West Virginia slot machine cities. The real issue comes down to Ohio residents no longer supporting those surrounding states with our gambling losses. It's like they put a mechanism in place to tax Ohio residents, and we just sit by and watch. Regardless, I think you're correct in saying that casinos alone won't set Ohio apart. For anyone that simply objects to gambling, this is really the lesser of two evils, but if they think saying no to issue 3 prevents problem gamblers, they're just not paying attention. Yesterday's Cleveland Plain Dealer said Ohio residents visited casinos in Indiana, West Virginia and Michigan 10.5 million times last year. We're already gambling. The problem gamblers are more likely to make the effort to get to these existing casinos, so most of them are probably already feeding their addiction. Who's paying for their treatment today? Last time I checked, Indiana, West Virginia or Michigan weren't taking care of it. If the problem already exists, we might as well get the benefits too. I hope Issue 3 passes.

In case you don't feel like reading the whole analysis, there is one part that addresses the concern about whether or not Issue 3 money will truly go to education. The Regents staff is interpreting language in the proposed amendment that says "The moneys expended hereunder on scholarships and grants shall supplement, not supplant, per-student state resources appropriated for post secondary educational programs and purposes prior to or after the approval of this amendment." Board of Regents response: "Answer: Since the funds are earmarked, it would seem that these funds constitute a separate fund source. The apparent intent of this proposed language is to commit the Legislature to previous funding levels and not allow this fund as a set off as was done to the Ohio Department of Education after passage of the Constitutional Amendment establishing the Ohio Lottery." This is unbelievable. The Regents staff has just explained (actually it sounds more like an accusation)that the lottery language was designed to allow the legislature to reduce their education spending when money was contributed by the lottery. We are finally seeing an inside opinion on the flaws in the Lottery funding system. Is Taft so afraid of balancing the budget that he doesn't want to truly commit money towards education? It would be nice if the public got the clear picture on the fact that Issue 3 money can't be abused like the lottery money has been. Spread the good word!

Pennsylvania figured it out too: Slots appear a good bet in Pennsylvania By Geno Lawrenzi FOR THE TRIBUNE-REVIEW Sunday, October 20, 2002 A top official with The Meadows harness horse-racing track at the Meadow Lands believes the track will have slot machines for its patrons — possibly within six months after the November elections. Michael Jeannot, vice president of Magna Entertainment Corp., Pennsylvania Racing Inc., which owns The Meadows and seven other racetracks nationwide, said he is "pleased that both candidates for governor support this issue." Jeannot said six slot machine bills are pending in the state Legislature, including one by Rep. Thomas Petrone, an Allegheny County Democrat, who introduced a proposal a year ago to permit slot machines at the state's four horse-racing tracks. These bills should be considered next spring, Jeannot said. If one of the bills passes, MEC, a Canada-based corporation that is the largest operator of thoroughbred racetracks in North America, could have temporary slot facilities up within six months. From Warren County in Ohio to Kenton County in Kentucky, thousands of residents travel every year to bet on games they can't play at home. The exodus proves a point that even gambling opponents no longer dispute: Greater Cincinnati and Northern Kentucky make up one of the strongest potential casino markets in America. The region has the population, river and interstate access that inspires casino developers and keeps opponents on constant guard. Most local residents, regardless of their views on gambling, expect to see casinos or racetrack slot machines here within five years, a new Enquirer/WCPO poll finds. "It's the best spot in the country to bring casinos, no question about it," says Jerry Carroll, a Kentucky developer who would like to build one himself. They love to take our money, and create laws to prevent us from getting it back.

Some quotes from a Cincinnati Post article from 2001. Most of the article is about a previous attempt to bring gaming to Ohio. The comments on who gambles at the Argosy probably still hold true. Agreed. I don't mean to say that Taft would support this issue if it weren't for the fundraising aspect. Although he probably would if it would help his political career. I'm just tired of politicians working for themselves instead of the residents of this state. I'm also strongly opposed to our residents supporting the state budgets in the surrounding states. If someone could propose a solution that prevented Ohioans from gambling in the surrounding states, and kept the money and jobs here, I would fully support it. It's just not out there. Approve Issue 3 or not, Ohioans will continue to gamble, Period! I don't care whose numbers you believe, $343 Million for scholarships (maybe $853 Million - probably somewhere between) to Ohio students is better than giving the money to the surrounding states. Plus the jobs/salaries that come with it. Until the better idea comes up, I say we keep the money. That's what I believe the real issue is. For some reason, no one really wants to talk about it. By the way, you don't really believe that Taft's office put out an "objective look by policy anaylsts", do you? I'm sure the numbers are exaggerated on both sides. If you want to get to the bottom line, ask any Cincinnati resident who supports the riverboats in Indiana. I can tell you it's not the residents of Indiana. They formed a political action committee called “Citizens for a Stronger Ohio” While this group claimed that they were going to run a grassroots campaign, because they had little-to-no money for advertising, they bought $600,000 in TV slots in the final days of their campaign. Where did these so-called gambling opponents get the extra money? Gambling interests? BINGO! Zanotti’s Citizens for a Stronger Ohio PAC accepted $250,000 from Bingo gambling interests. Contributors included bingo card and supplies manufacturers: Arrow International, American Games, Lancaster Bingo Company, Douglass Press, Stuart Entertainment, Bonanza Press, and Bingo King, a Philippines-based company. In addition, David Zanotti (a.k.a. Mr. Bingo) accepted $10,000 from the Ohio Charitable Gaming District Association Inc. and $1000 from the Ohio Video Lottery-Coalition PAC. The Ohio Council of Churches has also publicly opposed Ohio Learn and Earn on the morality of gambling. However, over 400 churches and church-related groups currently hold Bingo licenses in Ohio. Jeff, I think you should dig a little deeper before you sign off on this issue. It appears that Taft's office believes that most of the money that will be gambled in Ohio is already being gambled by Ohioans in Indiana, West Virginia and Michigan. If that's true, shouldn't we keep the tax dollars and jobs in our own state? Don't get me wrong, I don't think gambling is a great solution to any issue, but if our residents are already doing it, I don't want to educate the kids of Indiana, West Virginia and Michigan at our expense. I have read every article out there to try and figure out if the education part of this bill is accurate. It appears so, because the last estimate by Taft's office on the projected proceeds from Issue 3 appear to go along with the structure the supporters explain. I think Taft's office stated that under their projections, our students would get $343 Million in scholarships. That sounds better to me than sending the money across the state border. I've heard that Taft and the Republican party are simply opposed because as long as this issue hangs out there, their fundraising is signinficantly enhanced. Actually, I heard that not only does he get money from the conservative group opposed to gambling, but also from the casinos in Indiana, West Virginia and Michigan! That's what pisses me off. I hate dishonest politics. That sounds like a payoff if I ever heard of one! If politicians are more concerned about raising money than benefitting the state, we have a right to know. I also think they're not too happy about the fact that because this is a constitutional amendment, they won't be able to pull some simple legislative shuffle and use the money somewhere else (like they do with the lottery). I say vote yes and bring the money and jobs back to Ohio!

I assume that learn and earn is just a more refined way to get gambling approved in Ohio. Can someone answer the question as to whether or not there really will be close to $1 billion in scholarship money? At the end of the day I feel the only valid argument against the issue is the social impact of gambling on our communities. Gambling is clearly causes problems, but at this point, I don't know anyone that wants to gamble that isn't doing it on the internet or a nearby state. Is most of that social problem already existing? If so, why should Ohio continue to give Indiana, West Virginia, Michigan, etc., all of the financial benefits while we bear the problems. I'm not a big gambling supporter as a solution to our problems, but I'm sick of watching other states enrich themselves at our cost. The Columbus Dispatch wrote that nearly $1 billion is wagered by Ohioans at casinos in nearby states. That plain pisses me off. If only that much was bet on ohio slots, what is the tax/public benefit we would recognize? If the scholarship money could be real, that helps even more. I wish there was a better solution to providing the money, but all I hear from the potential governors is a bunch of talk with no substance. In the end, I agree with the comments above that gambling should be a personal choice, like liquor, etc. I wish I knew the real facts about the scholarship money.
