But, today the city is much, much smaller, and its economy relies more on good food, drink and experiences. This is highly apparent along 450 feet of East Fourth Street, site of a 600,000-square-foot mixed-use historic redevelopment that The Cleveland Plain Dealer, the city’s major newspaper, has characterized as “the jewel of Cleveland’s entertainment district.” About a third of the $110 million project is retail space and two-thirds is housing. The redeveloped area has 14 restaurants, eight bars, a 16-lane bowling alley, a coffee shop, a theater, a nightclub and a concert stage that attracts national acts. Above the restaurants, the developer, the Cleveland-based MRN Ltd., has built 322 rental apartments. The last 64 units were finished in March and are being offered at attractive prices. A 1,200-square-foot apartment with two bedrooms and a bath goes for $1,200 a month, for example, said Ari Maron, 31, a partner in the family-owned company. The current vitality of Fourth Street is the culmination of 15 years of work by the Maron family to turn a worn thoroughfare and its old buildings into a prime example of 21st-century urban redevelopment in the Midwest. Now Cleveland’s sister city wants to flip the script. French officials who were in town for the last week want over the next two years to lock down as many commercial ties as they can for a new Rouen University Innovation Health Care initiative. At the moment, that effort is a collaboration between the Rouen University Hospital – Charles Nicolle and the university to commercialize more of their research and includes some temporary buildings that house fewer than a half-dozen startups. But a permanent facility, which would include an office park to house businesses past the incubation phase, likely will be completed early next decade. There was a lot of talk and heavy hinting by the French delegation that ties with its health-care initiative would provide a better foothold for Cleveland’s health care community in Europe. Some Cleveland-Europe ties already exist. The Cleveland Clinic recently signed a memorandum of understanding with an Irish university and manages a heart center in Austria.

The French delegation launched a five day trip Thursday focused on building business, cultural and educational ties. Bonjour mon ami. Mayor Fourneyron of Rouen and Cleveland’s Mayor Frank Jackson spoke upon their commitment to work together during a City Hall media briefing last week. The two cities may not speak the same language but they share the same economic challenges. This is not the first time the two cities have come together. Some may remember last year the city of Rouen hosted Mayor Jackson’s delegation. The exchange continued into the summer as a member of Rouen’s Chamber of Commerce worked at the Greater Cleveland Partnership. Then in the fall a Cleveland business delegation meet with two dozen companies while attending a Rouen trade show. This summer Cleveland returned the mayoral delegation hosting honors. Rouen’s visit was expected to have them meet with officals at the Greater Cleveland Partnership, Cleveland State University, Cleveland Clinic, University Hospitals, Case Western Reserve University and Cleveland-Cuyahoga County Port Authority. Rouen, captial city of Normandy located in northwestern France, developed a sister city relationship with Cleveland through the efforts of the Northern Ohio Chapter of the French-American Chamber of Commerce and the Lubrizol Corporation. The group is expected to wrap their visit this week.

The agency's budget can be found in a news release on riderta.com in the Newsroom section under News & Updates Well, Public hearing going on right now...I wonder if they'll address the PD's article. I still think the difficulty to pay everyday is a major issue that still needs resolved, thus people are not being counted. EDIT: wait, how does the article blame population loss????

"I have been glued to my TV," says Denise Bell of Cleveland. "Ever since he died--and it was tragic--I cannot stop watching CNN," she says. She was one of several hundred that have left messages and paid respects to the King of Pop over the last eleven days at the Rock and Roll Hall of Fame. "This is just like when Elvis passed away," says California native Joe Hobson who checked out the newly unveiled Michael Jackson Memorial Wall Monday at the Rock Hall. "You have two different kings, one of pop, one of rock." Clevelanders also spoke about the legendary performer Monday night on urban contemporary station WZAK-FM's "The Kym Sellers Show". "When Elvis Presley died, and there was all this attention paid to Graceland," one caller recounted. "I couldn't understand it. I apologize now. And now I understand why." Former WMMS-FM program director John Gorman told Channel 3 that his station may not have been tailor made to Jackson's style, but you couldn't not play it. "It was a cultural phenomenon," Gorman said. "Something very unique. There was only one performer like this in our lifetime." The Rock and Roll Hall of Fame will host a candlelight vigil at 9pm Tuesday night outside the Hall.
