I know we are getting off topic, but population density ratio to available land (for car parking) is a huge driver for this. Copenhagen just hit 50/50 vehicle to bike commuters. Mainly because the city has aimed at removing parking lots and making bicycling safety and design ahead of vehicle. And they get snow just like this region.

To me it looks like some kind of lower-resolution LED screen. The daytime renderings show the building exposed, as if you can see through the screen. On the plus side, the upper three levels of the garage's Euclid Avenue side will be faced by perforated metal panels designed to evoke theater curtains. You would have to compare it to something of the same size obviously. The larger projects downtown can help thin the numbers. That seems like a good price to me. Depends how much they are buttoning up on the outside of course.
