Between the city and the county, plus special governments like CMHA, it would seem there's enough resources there to support more facilities for homeless shelters and mental health care that can direct people to either drug rehab programs or to mental hospitals as needed.

As one might expect, with such a large, multi-phase development, the project and its legal and fiscal frameworks are very complex. Not that I'm aware of, but I wouldn't be surprised if it was built that way to allow for a dedicated ROW for a streetcar in the future. A single-track interurban line along Mayfield was upgraded in the late 1920s to a double-track streetcar line on Mayfield Road east to near Warrensville Center. President Joe Biden would do well to heed the word of two dozen Midwest lawmakers and sign off on $1 billion in needed infrastructure improvements at Chicago’s Union Station. Guardians to expand real estate holdings By Ken Prendergast / September 24, 2023 The Cleveland Guardians Major League Baseball (MLB) team is exercising an option on acquiring the second of two properties that were offered to it when the team extended its lease on Jan. 1, 2022 to play at Progressive Field for at least another 15 years, a city source said. The property it will acquire this time is the huge Gateway East Garage, 650 Huron Rd. East in downtown Cleveland for $25 million and could set the stage for a full or partial demolition of the 29-year-old garage for a “ballpark village” redevelopment. It's a completely separate project either way. The interesting part is it that PHS isn't ready to build (or accept a vertical tenant) on top of 1317 Euclid. It seems to want to create the conditions to allow it to support it and market it. Otherwise, I would think that the square footage of such a vertical addition would have been included in the calculations for the TMUD application. Instead they used the square footage of neighboring buildings to be eligible for a TMUD. - Ohio Education / School Funding Discussion
