  13. Maybe someone should inquire to how Michigan's done it. MI has had Native-American related casinos for a while, but the three Detroit casinos were voted only on by the Residents of Detroit City (or maybe it was just wayne county).

Under legislation introduced in the South Australia state parliament yesterday, drivers of private cars with youngsters under 16 would face a A$75 ($65) fine. "Children spend many hours in cars each week and secondhand smoke in a vehicle can be more than 20 times more toxic than in a house," said Gail Gago, the state's Mental Health & Substance Abuse Minister and the bill's chief backer. No other Australian state has passed such a law, although Tasmania and New South Wales are considering similar moves. Internationally, only Arkansas has enacted a vehicle smoking ban.
