This could be why the extra months is needed to make an announcement. In this scenario Cuyahoga county gets PS fo the JC. Gilbert saves face with Cuyahoga County voters As He has NO INTENTION of Building Casino Phase 2. We get the SHW Campus on a different site and we get PS for the JC.
