  3. http://codes.ohio.gov/orc/121.22 The definitions are in subsection (B). The general standard is in subsection ©. And the exceptions follow. Note that subsection (A) demands that the section be "liberally construed" in favor of open meetings, so any doubts should be resolved against doing business out of the public eye. That said, there are many, many scenarios where a public body can hold a meeting in private. Two types of challenges typically arise - (1) whether the meeting had to be public; and (2) whether the public body followed proper protocol to make the meeting private. There may also be applicable provisions of Cincy's charter and/or ordinances that might need to be taken into account.
  4. I just wish that Obama would flip-flop on his endorsement of passenger rail for just a few months, so that we can get our train when Kasich is elected. Fact is, Kasich is sadly winning this debate in the public forum from what I can tell. I was talking to a Strickland supporter yesterday... a union guy who is backing Strickland 100%. But when the 3-C came up, he said... "you mean the slow-train to Cincy". I asked what he envisions it being and, sure enough, he was picturing a train moving along down to Cincy at 39mph.... TOP SPEED!!!

    Spot on. That is how the Kasich campaign is able to misrepresent the issues so blatantly and get away with it. It is either that, or he falls into the "uninformed" category himself. And BTW, it is Kasich who made and is making this a wedge issue.

    I am not currently planning on voting for Strickland 'because of the 3C'.... but Kasich's politicizing of this issue is certainly troubling. This kind of reminds me of 2008, when I really liked John McCain... until he started campaigning (in fact, I was probably going to vote for McCain if Hilary had won the primary) (NOTE: I do not think that Palin would have been on the ticket if that was the case).

  12. ^^it was definitely Jeff Ruby's downtown. I was staying at the Cincinnatian downtown, met up with my group at Fountain Square and walked from there to the restaurant from there. Great hotel, GREAT public square and great restaurant. I had walked around downtown earlier so I had the valet grab my car and I just started driving east, quickly came into this rural area so turned left and headed back into civilization ;) stumbled upon some neighborhood that reminded me of Coventry here in Cleveland while on the way back to Downtown
  13. It doesn't take much for me to get a rural feeling. I'm a city boy, through and through :). But, yeah, it was definitely east... although I am not sure it was on 50. I just started driving around after a nice meal at Jeff Ruby's (or something with a name like that - Crosby, Stills and Nash were at the table right next to me).

  15. The original contingency fund was $50 million. The added costs amount to $40 million. MMPI is going to kick in $8.5 million of that if I read the article correctly. That leaves $17.5 million in the contingency fund by my calculations.... just under 4% of the total project cost and very close to lewarctj's comment of what should be the top end of such funds. Great point.

  17. ^Certainly not the case here with the contingency fund, but it is quite possible that "everything about this transaction" should not, in fact can not, be publicly disclosed due to trade secrets and other privileged information.

    Pointless is kind of a strong word for this discussion. But, yes, if I was going from Cleveland to Niagra Falls, I would probably just drive. But the Ferry could make some sense for Niagra on the Lake, which is much better than the Falls if you ask me.

    I can surf UO while on a Ferry. Can't do that while driving. Also, whose to say that Toronto and Niagra are the only places to go in Ontario.
  21. A little trick I used when renting for keys that say "do not duplicate" on them. Take a piece of masking tape, cover it up, and write something like "back door" on the piece of tape. It works everytime :)

  24. I took water out of the equation when I broke down the densities in another thread. I only counted land size. It's hard to pin down, though, what is and what is not an urbanized area. Tough questions arise like, does the Cuyahoga Valley count? I did not elminate that or the metroparks, even though you can see from the map that those account for the major holes in Cleveland's MSA density. But I get what you are saying. Cleveland just does not have nearly as much farmland/rural areas in its MSA. Geauga County and Medina County being the two biggest exceptions. But if you drive 15 minutes from downtown Cleveland, you will either be in a nature reservation, industrial area, or highly populated residential neighborhood. You won't hit farmland (in most directions) until you are about 30 minutes out, much more if you are traveling along the lake. A big reason for that, I suppose is the lake being to the north precluding sprawl in that direction, whereas CBus and Cincy can grow in all directions. Question: what is the deal with the area just east of downtown Cincy? I was rather surprised to find it to be so rural, yet so close to downtown, when I went exploring last time down there. I forget what road I was on (maybe 50), but it wasn't more than 5-10 minutes outside downtown that I started to hit what I would consider 'the country'. Is there some reason that area is not desirable for more development?
