Cleveland: Public Square Redesign
Would 6 feet of "structure" underneath the mound going to be enough to support a massive crowd on top of the mound for a concert/speech/etc? Litt mentions in the article that making the square one public space has been contemplated in previous plans but it was discovered that such a change would add significant cost to RTA's operating expenses and cause delays in service. Litt offered no other reason why this can't/shouldn't be done. If you're really curious though, you can always submit a public records request to RTA. I don't see this as a necessity and somewhat doubt its effectiveness. After all, we have a plethora of contiguous and underutilized public recreation space just one block to the northeast of PS.

Good eye on the elevation discrepency rockitect. I thought 76' sounded pretty high and was worried that it would disconnect the mound from the rest of the square. The ramps might also seem intimidating for the elderly, disabled, etc. 20' sounds more practical for the top level, but now I wonder what types of concepts could be installed in the lower level. I imagine a chunk of that 20' feet would be needed solely for structural support for the mound.

Bringing in the Clinic or UH would just add an extra cut in the pie. They would just go ahead and hire MMPI or a company like MMPI to run it for them.

From a utilitarian viewpoint, the mound makes a lot of sense. It truly adds public space in a unique way. I would prefer to split the difference in any elevation with a slight dip in the roads, but I can still get on board. I love the way that Chicago uses multiple elevations in its urban fabric. The idea that small business and bathrooms could be incorporated into the middle of the lower level is certainly something you can't do with about any other concept while maintaining a town square feel. The concern I would have is how you keep those restrooms and other spaces in "the shadows" look and feel safe enough for Mr. and Mrs. Strongsville. I would like to see something included that allowed for ice skating in the winter. I don't suppose they could engineer the concept for a rink to be put on top of the mound?

The Cribbs contract situation is a perfect example of Lerner not having good management people immediately below him. Should have paid the man last summer, but you told him to go prove himself on the field. Well now the price tag is through the roof. He is a franchise player. And what the hell kind of milk did Jerome Harrison put in his Wheaties this morning? He ran for a Browns' record 286 yds. That's good for 3rd best in NFL HISTORY! Falls in just behind Adrian Peterson's 300+ game his rookie season and, of course, the day Jamal Lewis went nutty on us. Are the Chiefs that bad? Or has that "feel" finally been developed between our very "talented" O-line and a running back who doesn't insist on pitty-pattering his feet through the hold? (sorry Jamal but it's true) Speaking of the O-line - Alex Mack may just be the best center in the NFL already. He is going to be a monster for years to come. Would have been well worth the #5 pick, so the fact that we were able to trade down several times and grab him in the 20's was briliant. Yeah, even though it was just the Chiefs, I am feeling a hell of a lot better than I did a month ago.

Does anybody know what level of lawful authority the DCA has? Any citizen can make an arrest for a felony, but only official law enforcement officers can seize the person when a misdemeanor or traffic violation is committed. So.... what's the deal with DCA? Have they been granted some sort of authority beyond that of a neighborhood watchdog?

Panhandling/Scamming stories
My stretegy is quite simple and effective. When you notice that you are approaching a panhandler, start shuffling around in your pocket like you are looking for change. Then, right before the pandhandler opens his/her mouth, you blurt out - "Excuse me sir, do you have a quarter you can spare?" It totally takes them out of their element and catches them off guard. Some even seem flattered that you would think to ask them and they will pretend to look through their pockets as well. Either way, they already know the answer to the question they wanted to ask. But, when I am in the giving mood and the panhandler looks genuinely in need, I will offer to buy them some food. I will hand out cash to those that perform some type of service, which could range from window washing to street entertainment.

You know what you do when you are locked in a room with a hungry bear, a starving tiger, and a lawyer... but only have two bullets in your gun?.... You shoot the lawyer twice. Seriously though, wouldn't you agree to be locked up in that building for $350/hr? From the docket, it does seem like the issues in the case are being narrowed and I would not expect it to drag on forever.

Not quite. That's 4% that have filed change of address forms with the City since June. For most of those that make up that 4%, the moving trucks showed up long ago.

4% of the workforce... WOW, the City sure is emptying out. The doom and gloom the City assured the court would happen is finally coming to fruition. The mass exodus has begun!! Seriously though, I am just glad that I am not one of the taxpayers whose money went towards that totally speculative and highly irrelevant (for the purposes of the lawsuit) "economic impact" novel the City paid some expert to write for it. Also, I would guess that 99% of that 4% probably already lived outside the City. Did you ever really buy the story that they were shacking up on the third floor of their mom's home in Old Brooklyn?

Nah... all that would do is give them another excuse and justification to bill their hourly rate without doing any real work. Better idea would be to have the CLIENTS (or reps thereof) move in. After all, they are the only ones with final settlement authority, not the attorneys.

It would also be on the wrong side of the street - Euclid's odd numbers are on the north end. Also, I don't believe this building is on Euclid. It's front door is on E 9th and a 901 address would put it up by the lake.

An Ohio culture?
Re the whole interstate thing, people tend to forget that those areas have the cheapest land and lowest demand. Noise, unsightliness, hazard, etc. all lead to a less desirable neighborhood and, consequently, a poorer demographic. Remember the whole gerrymandering controversy in North Carolina a decade or so ago. Although the motivations for doing so were hotly contested, NC basically drew up a new congressional district that was just a few hundred yards wide and 50 or so miles long following the path of I-85 between Charlotte and Greensboro. The effect was to create a district where a racial minority was guaranteed to win, but also dilluted the minority vote in the previously established districts which overlapped.
