Ohio Department of Transportation (ODOT) Projects & News
I think the fact that its inside the beltway (I-275) is irrelevant. Ours is so big it doesn't really compare. I'm sure other areas have Indian Hill type places, founded in the 20's just outside the inner ring (Streetcar) subdivisions, and just inside the 1950's Auto Suburbs

Peds -- IMHO that is a safer ped x-ing than a normal 4 way intersection with turn lanes. Here, you look left to cross to the island, then right to cross from the island to the side. On a 4 way intersection you have to look left for thru traffic, and ahead for right turn on red traffic. Peds aren't allowed on Bypass 4 so its a moot point

Inre EC: The project between I-71 and US 50 on Red Bank Road will create interchanges at Madison/Duck Creek and also Erie Avenue. If you dig into the environmental documentation for the Eastern Corridor Project, its states specifically that it will NOT be an Interstate (aka no I-74); it will be a form of a modified expressway. The extra R/W that John was referring to @ Madison was in fact the old road that ran due north, connecting to old Red Bank at Duck Creek. The Red Bank 4 lane road veers slightly east to make its way to I-71. The projects are moving ahead as attested by this linked TRAC document, and attached image excerpt http://www.dot.state.oh.us/trac/Documents/2010%20Draft%20TRAC%20List%20(March%2024,%202010)%20with%20Signature.pdf (Feel free to move this to the EC thread)

Cincinnati Streetcar / The Connector News
That is a common misconception about the west side, that it is isolated, it is very convenient to pill hill and downtown. I think the West Side suffers mostly from perception issues, that it is a backwater berg closer to Indiana than Cincinnati. Plop an Hyde Parker on Glenmore Ave and near Mercy and they would swear they were on Erie Ave, some grand old houses you mentioned. Not being the glitzy address that the East Side is keeps rents and house prices low, and the west sider's liked that. But, no one would argue that Price Hill's been shit upon, and that has a ripple affect proceeding west.

I believe the southern SR4/Bypass 4 has extra R/W for an interchange. You can see it in the field on the NW corner of the intersection. I believe the bypass was to continue to the south as a 4-lane road to I-275. The proposed signals will all be 2-phase signals which are highly efficient in moving traffic. It may seem counter-intuitive, but 3 2-phase signals of a 30 sec cycle length is more efficient than a traditional 8 phase signal (left turn phase for each approach), that signal cycle could be well over 240 seconds.

But they could potentiality be damaged by kicking them over like dominoes. no? what if they had something of value in a carrier? If there is a continual issue with bike parkers, isn't the more prudent thing to do is educate or contact the park authority in charge of the recreation path?

FYI, current ODOT bids include price adjustments for fuel, steel and asphalt binders So the prices can go up (and down) post award. For example, steel price adjustment: http://www.dot.state.oh.us/Divisions/ConstructionMgt/Specification%20Files/PN525_04162010%20for%202010.pdf
