5.8 million is about 13% of the construction costs, that's in line with typical fees, maybe a little higher due to the fact that its a little more complex than the typical bridge

It weird to me as well..maybe some assets were mapped into CAGIS by other methods, I don't know. But, it looks like I-71 was built with the RR in mind, so it was built with enough approach embankment already to provide enough clearance for a bridge structure

^Cagis was mapped, not drawn based upon plans. I-74 was built with the bridge as you suspected see ftp://ftp.dot.state.oh.us/pub/Districts/D08/HAM-75-PID82282/Existing_Plans/1969_Ped_Bridge_with_IR74_Mainline/const002.tif (This link will die sometime) The bridge was HAM-74-18.94, and I suppose it was removed sometime after CAGIS was mapped.

Oh yeah...whoops to the average voter, how are we to know what the "specifically designated locations" are when we sit at the polling machine? Are those locations legally binding/mandated in any way??

Unfortunately it's not in Toledo's Downtown, not even close. That was my main beef. I didn't vote on it today because while I overall support the premise, the Toledo location sucks. It should be built in the Marina District or as infill in Uptown. Cleveland, Cincinnati, and Columbus have better locations. From what I gather, since this passed, these locations are set by law. The Toledo one must be built on the former LOF waste pits, miles from Downtown and cut off by I-75 from the core city. There's also no potential for spinoff around it, because the only buildings by it are a giant glass factory (thankfully a still functioning one). Doesn't surprise me at all. The Arena District is already thriving; Columbus doesn't need a casino there. Plus, a lot of very influential organizations/ local political and business leaders didn't endorse it. Anti-Casino ads on local tv were very aggressive. There were tons of ads in every DMA, but I agree that Columbus is already thriving there. It doesn't need it. There just isn't the desperation in Columbus to want a casino. The truth is these never really deliver all they promise. With that said, I would have voted for it had the Toledo location been closer to Downtown. That was the weakness of Issue 3, but not enough to get me to vote against it either. Basically, I couldn't decide on this. The ballot language simply stated the Cities the casinos are to be in, I don't recall anything more specific than that (Only that the initial investment must be 250 million) I for one, voted against it, only b/c I thought the issue should have set up casino tax rates and fees commiserate with our neighbors

Actually, I think the first portion of I-75 (Millcreek) expressway from where 74 is now to Paddock Road was built with bond money that was voted on. This was the portion that used most of the subway R/W and M-E canal R/W....and before the interstate act.
