  5. Du'oh...found it. I apologize, now the search is working for me, which it wasn't last nite. Is this going to be constructed this year? It looks like all the bus transfer operations are being moved to the north side of Cedar, to where the jughandle ramp is now.
  6. Does anyone know where I can find detailed design drawings for the University Circle (f.k.a. University-Cedar) Rapid Station redesign? I found some small maps and renderings on the RTA site http://www.riderta.com/majorprojects/universitycircle/ I was hoping to find something larger and more detailed, hopefully the site/civil drawings. I looked around on the City planning website hoping the submittable package would have been posted for public review, but to no avail. TIA

  12. Safety decreases when there is greater differential in speeds. 85% of all cars going 70 mph is safer than 50% going 70mph, 25% going 90, and 25% going 60mph (all other things being equal )for example. This is one reason the split speed limit for trucks was done away with in Ohio

  14. How many years has the Brent Spence plan been talked about? How far is it from starting? Duke is already moving utilities for Brent Spence and the state is not paying them. They are doing a massive project in front of Longeworth hall to prepare for the new bridge and it's all paid for by rate Payers. Cite? Utility relocation for highway projects cannot proceed until right of way purchased and cleared, which has not happened with the BSB Is this is what you are witnessing? http://www.duke-energy.com/pdfs/WestendFactSheet.pdf

  16. IIRC, most UG utilities are placed and paid for by the developer as it is a desirable asset for their development/subdivision.

To me, it sounds like the issue is that Duke considers the streetcar a city owned utility, and thus cannot force another utility to upgrade or relocate at their expense for the city-owned utility. If the streetcar is considered a transportation asset, then the utility must pay. How's streetcars considered in Ohio law (ORC), a utility or transportation asset (keeping in mind that the applicable ORC might date back from the time when the streetcar systems were private) ?.

    Nothing is near term....CO (green) is construction funding. Hardly anything on Tier 1 is being built until 2018

  21. Completely disagree. Look at the coverage of the Brent Spence Bridge replacement (I seem to remember some guy named "President Obama" giving a speech in front of it). The streetcar deserves media coverage as its a newsworthy item. Does it deserve the kind of coverage its been getting? As a journalism student and someone who's worked for a paper - I'd say that coverage has been poor, however it's getting this attention because it's a newsworthy subject, not because it was "made" into a political issue. He said for most projects, not all. And he does have a point. For typical infrastructure projects, public meetings are announced thru various media, yet less than 30 usually show up (mostly the same folks). The BSB and Streetcar are anomalies. Who in the general public knew about the massive design/planning undertaking going on along I-75 before the stories in the paper this last Sunday foretelling the delay of those projects?

    Gravel roads aren't "free", they do require more routine maintenance than asphalt roads. If the gas tax was properly indexed for inflation back when it was enacted, rather than a flat fee per gallon; we wouldn't have this funding crises. IMHO construction inflation and a funding source that was not indexed properly for inflation is the major cost for revenue shortfall (http://www.fhwa.dot.gov/policyinformation/nhcci/pt1.pdf CCI was 1.1 and above for 4.5 years or so, which ate thru a lot of funds and deferred a lot of maintenance.) Now coupled with declining VMT and improving mileage, the cost of deferred maintenance, it looks bleak. We still wouldn't have enough for new construction. Hopefully we will see a "fix it first" policy out of ODOT. I can see the I-75 projects being scaled way back to just fixing congestion hotspots (e.g. adding exit only lanes between closely spaced interchanges and keeping the same alignment, since merging delays are the biggest cause of congestion on I-75)
  24. Actually, the interchange rebuild was needed, the existing ramps stink. The project was designed to tie into existing I-75 at its ends and can function independently

    "administer road construction" (of new roads) is not the only thing done in that building. Contrary to the popular opinion here, the bulk of ODOT's program is maintenance (resurfacing, bridge replacements, mowing, painting). Just last year (Calendar year 2011), ODOT let around 740 contracts for maintenance, new construction, bridge replacements etc. (this does not include supply contracts, research contracts, etc). A lot of time is required to administer the contracts, contractors, preliminary engineering and following the requirements of NEPA. There is a whole slew of laws and regulations that ODOT has to comply with in its mission. A lot of effort is required of ODOT to properly plan for projects, including keeping records and analyzing such things as pavement conditions, sign reflectivity and bridge conditions across the state. Did you know that ODOT is considered a municipal storm water utility and thus has to inventory and map every storm sewer outfall along state R/W? Also in that building is ORDC, and the ODPS (Ohio State Patrol, BMV, etc)
