Cleveland already has a Central Park: Rockerfeller Park. It is lined with residential, museums, schools, reflecting ponds, bridges, etc. Put a land bridge over I 90 to Gordon Park, Dike 14 (or whatever it is and it would be ideal. Rather than grand new ideas, Cleveland needs to finish what it started and restore what it has lost.

Yes, the resemblence to western towns is there. A real different feel from NE ohio small towns. Is it the topography/flora more so than the building styles?

It's OK. I still think the cable suspended ceiling from very early renderings with the cable piers poking out above ground was the most elegant solution. All sight lines preserved. I wonder why that was abandoned.
