The station's annual $800,000 budget comes from franchise fees Time Warner Cable pays to the city. Cleveland received $2.8 million from Time Warner last year. General Manager Kathy Allen said TV20's strength is the amount of original programming it produces compared with other municipal television operations in the state. Columbus and Cincinnati, for example, have city-operated stations that air City Council and county commissioners meetings, but produce a limited amount of local programs.
