Plan for senior apartments in former Circleville school hinges on tax credits

A lot of “ifs” and “maybes” still surround a plan to convert a Pickaway County middle school into affordable housing for senior citizens, but the project is picking up steam.  Just a couple of months ago, nobody knew what would become of Everts Middle School in Circleville once the school district moves the students out and onto a new campus, presumably by August.  Then, someone suggested the idea of senior-citizen housing.

 

The city decided in December to buy the three-story building.  The sale was completed only recently: The price was $19.16, symbolic of the year in which the school was built.  The Woda Group, a developer with Westerville offices, is interested, but the project would have to be paid for with low-income-housing tax credits.  There’s a February deadline for that highly competitive program, run by the Ohio Housing Finance Agency.

If the state tax credits come through, the Woda group and the Pickaway County Community Action Agency would form a partnership to run the 49 senior-living apartments.  Because everyone is still putting the package together, no one had a cost estimate yesterday. ... Woda recently converted an old school in Washington Court House in Fayette County into 42 apartments using the same state tax-credit program.

Circleville's getting a business incubator to serve southeast Ohio

A $5 million business incubator coming to Circleville is modeled on entrepreneurial centers such as Rev1 Ventures, the Dublin Entrepreneurial Center and Innovate New Albany – but with southeast Ohio character, economic development officials say.

 

The Southern Gateway Economic Innovation Development Center, a public-private partnership on the campus of Ohio Christian University, is targeted for a fall 2017 opening.  It will serve Pickaway County and surrounding Appalachian counties, said Ryan Scribner, executive director of the Pickaway Progress Partnership economic development organization.

 

Fast-growing Ohio Christian University donated land on its main campus, on Route 22 at the eastern edge of the city, and has pledged operational support and coordination with its MBA and business programs.  ...  The 24,000-square-foot building was financed with a $2.45 million federal grant, $500,000 from the state plus corporate and individual donations.

Italian paper company picks Circleville for huge manufacturing plant

An Italian company that's one of the biggest tissue paper manufacturers in the world has chosen Circleville for a new 1.4 million-square-foot manufacturing facility.  Sofidel Group has been around since 1966 and makes brands like KittenSoft, Soft & Easy and Nouvelle.

 

Irene Alvarez, a spokeswoman for Columbus 2020, said job figures and other specifics haven't yet been disclosed.  The company plans to begin hiring in the fall of 2016 with a plant opening expected in 2017.  It's the first greenfield project in the U.S. for the company.

American Electric Power Company Inc. has sold a retired coal-fired power plant on the banks of the Scioto River to a real estate developer.

 

Commercial Development Co. bought the more than 90-year-old Picway Plant, a 468-acre site outside Lockbourne that once produced more than 100 megawatts and used more than 220,000 tons of coal annually.

 

In a process that could take up to three years, the buyer plans to environmentally rehab the land near Rickenbacker International Airport and demolish at least some of the structures before prepping the site for redevelopment.

This 1916 high school and elementary school, which includes a 1937 addition, served Circleville's children until the end of the 2015 school year.  Circleville's first Ohio Historic Preservation Tax Credit project, the Woda Group will rehabilitate the building into 49 one and two bedroom senior apartments and a community cafe.  An auxiliary building on the site will be converted to a greenhouse for use by the residents and to grow produce for the cafe.

Old AEP power plant in Pickaway County to be demolished, site redeveloped

 

A real estate development company is set to demolish and repurpose a retired power plant in Pickaway County formerly owned by American Electric Power Company Inc. for a user that hasn't been found, company executives told a meeting of county officials Tuesday.

 

In a process that could take three years, St. Louis-based Commercial Development Co. will environmentally rehabilitate a 468-acre tract and demolish the idled Picway Plant that sits on it with the goal of redeveloping the site, said Randall Jostes, CEO of the CDC subsidiary Environmental Liability Transfer Inc.

False alarm. So I went down there to investigate, maybe shoot some pictures, talk to anyone that was around etc. and the house seems totally fine. Some lady told my mother that it collapsed but there was just a big pile of cut up logs and branches across the street from where a tree had fallen in a cornfield.  Small towns have the silliest rumors sometimes.

The 1.4 million square-foot plant for Italian tissue manufacturer Sofidel Group broke ground in 2016 and is nearing completion for its opening later in 2018.  The new plant will employ about 300 people at its location along Route 23 just south of Circleville.

Berger agrees to join OhioHealth as 12th hospital

Berger Health System will join OhioHealth Corp. in the spring as its 12th member hospital, and the Columbus system has pledged to invest $46 million into Berger in the next five years.

 

Circleville City Council, Pickaway County Commissioners and the hospital's board met Tuesday to approve resolutions and an ordinance that will allow Central Ohio's largest health system to lease Berger's assets and business operations.  City voters cleared the path with 82 percent of the vote more than a year ago.

 

The merger is the best chance to continue operations of the 89-year-old hospital and keep primary and specialty care local -- government and hospital officials said.  It's the state's only hospital jointly owned by a county and city.

Pickaway County is taking the unusual step to demolish almost every building on its existing fairgrounds site to construct a completely new fairgrounds.  After the completion of the 2018 Pickaway County Fair, demolition began which set the stage for the construction of seven new buildings and facilities on the site to be completed for the 2019 Pickaway County Fair on June 15-22.

 

After years of study, the Pickaway County Commissioners and the Pickaway County Fair Board determined that renovating the existing fairground buildings was insufficient and embarked on a $13 million "new fairgrounds" project for the 60-acre site that is owned by the County and located in southeastern Circleville.

Pickaway County golf course to become housing development

 

M/I Homes Inc. plans to build 416 homes on the former 18-hole Foxfire Golf Course in Commercial Point.  The 154-acre former golf course conversion is the Columbus homebuilder's first project in the southwestern corridor since it completed the Pinnacle community in Grove City a few years ago.  "There's a lot of activity in that corridor and a lot of jobs coming online," said Andy Gottesman, general sales manager for the homebuilder's Columbus division, noting the swelling industrial development near Rickenbacker International Airport.

 

The Homes at Foxfire will be one of M/I Homes' Smart Series' neighborhoods, which include ranch and two-story homes that range from 1,600 to 2,500 square feet with most designs including three or four bedrooms and starting in the low- to mid-$300,000 range, aimed at first-time homebuyers.

 

Residents will have access to wooded areas, ponds, walking paths, a pool, a clubhouse, a playground and the neighboring Players Club at Foxfire, another 18-hole course. ... Pre-selling will begin in early 2021 and model homes will be available in the spring, with the first homes expected to be ready to move-in during summer of 2021.

Scioto Township is the only township in northern Pickaway County that allows subdivisions. Otherwise you have to be annexed into town. Heavy Grove City influence in development pattern and culture.

How do they keep someone from subdividing their property? I've never heard of that.

“Indianapolis-based Scannell Properties plans to build three buildings at 9905 State Route 104 in Lockbourne. The project will include one 1.183 million-square-foot building, one 300,000-square-foot building and one 519,800-square-foot building, according to a Loopnet listing.

 

The 300,000-square-foot building will be finished by the fourth quarter of 2022 and the more than 1.18 million-square-foot one will be finished by the first quarter of 2023, Lichtfuss said. The company is holding off on the 500,000-square-foot building because they want to try to find a user first.
 

The site comes with a 15-year, 100% tax abatement for businesses, according to the Loopnet listing.“

Italian paper company Sofidel announces $185 million expansion of Circleville plant

“The Italian paper company Sofidel on Monday announced a $185 million expansion of its plant just south of Circleville that could add 100 jobs.

 

“Our success has been Ohio’s success, and I appreciate the ongoing partnership with Pickaway County, the city of Circleville, One Columbus, and JobsOhio to help make it happen,” Sofidel CEO Luigi Lazzareschi said in a statement. “The demand for our products is only outweighed by the immeasurable dedication and hard work of our employees, and we’re excited to expand our footprint in the Columbus region.”

 

The 1.8-million-square-foot plant, located on Route 23, opened in 2018, employing 300 workers. Since then, the workforce has increased to 500.
 

Sofidel says it will add 500,000 square feet to the plant as part of the expansion. Construction is expected to be finished in 2025.“

Fischer Homes to build two new residential developments in Pickaway County

“Fischer Homes is building two new residential developments in Pickaway County.

 

The Erlanger, Kentucky-based company, one of Central Ohio's largest homebuilders, is bringing 75 homes to South Bloomfield and 81 homes to Circleville. The South Bloomfield development is named Day Farm, and the Circleville community is called Heritage Ponds.

 

Day Farm is located on Route 316 near the village's downtown. It is adjacent to another Fischer Homes community, Scioto Landing, which the company says is nearly sold out. The interest in Scioto Landing led Fischer Homes to develop another community nearby, the company said.
 

Jon Jasper, market president for Fischer Homes' Columbus division, said homes at Day Farm will be available for sale in early August.“

Sofidel breaks ground on Circleville site expansion

Sofidel, a leading manufacturer of toilet paper, is expanding its footprint in Circleville.

 

In 2016, Sofidel broke ground on its first building located on 280 acres in Circleville along State Route 23. At the time, the company committed to employing 300 Ohioans. Last year, it announced plans to expand in Pickaway County and under that proposed expansion, the number of employees could grow to nearly 600.

 

Due to the increase in demand, the company chose Ohio to invest an additional $185 million that would allow the company to expand its facility by 500,000 square feet at its Circleville campus.

 

Sofidel's CEO, Luigi Lazzareschi travelled from Italy for Thursday's groundbreaking and said he was amazed by all the changes in Circleville.

 

"The first time I was in this area was 10 years ago," Lazzareschi said. "I am amazed on the improvements of infrastructure and new housing and companies that have settled here in this area."

 

Other Columbus leaders at Thursday's groundbreaking noting the positive economic domino effect Sofidel has had.

 

"As I drove down today, I saw dozens of small businesses that did not exist before this site was selected," President and CEO of Columbus Partnership Kenny McDonald said.

 

Sofidel said it expects construction to be completed by Aug. 2025.

Amazon buys 234 acres of Pickaway County land for potential data center expansion

 

"Amazon Web Services is turning to Pickaway County to play a potential role in its $7.8 billion data center expansion in central Ohio.

 

The company bought 234 acres of land for $49.1 million on state Route 104 just outside of Southern Point and between Commercial Point and Lockbourne, according to Pickaway County property records.

 

The latest purchase comes following Amazon's announcement last summer that it was expanding its data center operations in central Ohio."

BJ’s Wholesale Club Announces Ohio Distribution Center to Accommodate Growth

 

"The facility will be constructed at 180 Kenmore Blvd. in the village of Commercial Point in Pickaway County. It is located within the Rickenbacker Exchange industrial park. The new jobs will generate more than $13 million in annual payroll by the end of 2028, according to state documents.

 

The new distribution center in Commercial Point will serve as a hub to replenish ambient-temperature grocery and general merchandise items in the BJ’s network. The building will sit on a 125-acre site, allowing for future expansion. VanTrust Real Estate, which has developed over 11.8 million square feet in Ohio since 2014, is managing the development with its Columbus-based team."

Circleville Secures $20 Million Grant for South Court Street Railroad Overpass

 

"Major infrastructure improvements are on the way for Circleville as the city has been awarded a $20 million grant from the Federal Railroad Administration (FRA) to construct a railroad overpass on South Court Street.

 

Currently, 40 trains pass through Circleville each day, causing frequent delays and traffic disruptions. The proposed overpass aims to improve safety and enhance mobility, eliminating the need for motorists to wait at railroad crossings.

 

The project is part of the city’s ongoing efforts to enhance public safety and streamline traffic flow. The Ohio Department of Transportation (ODOT) approved a feasibility study in December 2024, conducted by American Structurepoint, which identified South Court Street as the most viable location for the overpass."

Nearly 600 residential units proposed in Pickaway County

Almost 600 new residential units could soon be coming to Pickaway County.

An LLC called B.R. Realty Properties, which has a Pataskala address, is proposing a 596-unit project that would include single-family homes, patio homes, townhomes and multifamily off Lancaster Pike near Ohio Christian University and Pickaway Country Club in Circleville, according to preliminary plans shared with Columbus Business First.

The developer plans to split the 125-acre property into four sub-areas, including:

  • 163 single-family homes on a little over 55 acres

  • 75 patio homes on roughly 21 acres

  • 134 townhomes on 12 acres

  • 224 multifamily units on 11 acres

Plans also show a potential church on 3 acres.

Columbus-based developer plans mixed-use project in Pickaway County

A local developer wants to bring a mixed-use project to Pickaway County.

Highland Real Estate proposed the development off Lancaster Pike in Circleville. The project would have both a neighborhood and general business district, in addition to duplex and single-family homes, according to preliminary development plans shared with Columbus Business First.

The 55-acre site, which is between Circleville High School and Ohio Christian University, would be split into:

  • 12 acres for the neighborhood business district

  • 6 acres for the general business district

  • 16 acres for 92 duplex units

  • 19 acres for 78 single-family homes

There will probably be 300+ parking spaces

'Business district'.... aka strip mall/out lots

I wish it was more of a straight street grid. It drives me nuts when these developers make the streets look like wet noodles!

A 146-acre property in Pickaway County south of Rickenbacker International Airport has a new owner.

The entity's address, according to a filing with the Ohio Secretary of State, matches that of StaidLogic, a Worthington-based IT company.

It’s already a mess down there. You would think someone with the state would have the smarts to realize the road needs something, before it’s exactly like north

Zoning won't let it turn into that. And the schools only produce car mechanics and cops. So if your kid wants to do anything else for a living too bad. 13% college graduation rate. Contrast that with southern DelCo at what, 80%?
