And thanks to an agreement struck in September between the U.S. Department of Justice and the Cuyahoga County Board of Elections, Edna Pagan cast her vote with certainty. The county stocked 32 polling places with ballots printed in both English and Spanish. Rosario said the bilingual ballot was crucial for his wife, since she speaks little English. Even Rosario, who can read both English and Spanish, said the ballot helped him be more confident of his choices. "Now I could be sure," he said.
