That's a storage locomotive, sometimes known as a "fireless cooker." The were used by power plants, lumber mills, and other places that had abundant steam and/or highly flammable materials. What looks like a boiler actually is an insulated water tank. The locomotive was connected to the industry's steam boiler and the water was heated to the boiling point under pressure. Storage locomotives could do a considerable amount of work on the stored energy, had no need for coal or a fireman, and had considerably lower maintenance needs that a conventional fired locomotive. For years, Indianapolis Power and Light used one to make daily seven-mile round trips back and forth between their power plant and a rail yard, returning empty hoppers and bringing back full loads of coal.
