I can only answer for myself-good public transportation, diverse ethnic communities and the tasty foods that come with them, art and culture scene.

I totally agree with KJP.  Feet on the streets.  A city with a lot of pedestrian traffic gives a city a big city feel and this is why many smaller European cities feel a lot more cosmopolitan than some big American cities.
