I drew this awhile ago and never did anything with it.  It's BART-type rapid transit with max speed of 80mph parallel to or in the median of I-75.  The express trains would leave every 20 or 30 minutes and travel on a dedicated express track between the local tracks.  The dashed lines indicate tunnel sections.

As for the commute...it's too damn long. Straight up. Maybe doable on a train, but not in a car.

All Aboard Ohio would like to promote a commuter rail line linking the Dayton area with Cincinnati, operating via Hamilton (CSX) or Middletown (NS). This would probably take the creation of Joint Powers Authority among local governments, port authorities, transit authorities or a combination. Similar efforts were done to get around state governments who weren't interested in sponsoring such projects, although these regional collaborations eventually convinced their state's governors to let the state DOTs get involved...

JPAs are being considered elsewhere in the Midwest to move regional and intercity passenger rail projects forward. I suspect you'll be hearing more about them in the near future. I'm hopeful something similar could be done in Southwest Ohio.

KJP, you might want to see how the Chicago commuter rail lines used to operate.  Before Metra & RTA I read that some of the suburbs set up special purpose districts that subsidized commuter service for individual routes as they became unprofitable to their respective operaters.

 

I think the authority that runs the South Shore service would be similar (I think under Indiana law, but they also serve Illinois stops).

For Mecks fantasy TGV/BART line I'd swap the Moraine station for one at Austin Pike.

 

And his concept of using I-75 as the ROW is good as it recognizes the modern growth is along those interchange nodes...it would be possible to do something futuristically funky like have circulator buses or even PRT things like they have at airports between the office parks and such, connecting with stations.
