Beecause it is dead.

 

The "new" south is populated by cities that are essentially urban sprawal.  Charlotte, Raleigh/Durham, Birmingham and yes, even Atlanta, are nothing more that sparawl with a city center that is devoid of life.  Think of one big suburb.  Public transit is an afterthought of non-existant.  In fact, in Raleigh, buses do not run on Sunday.  Because, with a couple of exceptions, these metro's are not very big, Companies can locate in the middle of nowhere on cheap land with low taxes.
