You just need a license or you can travel to another country then travel to Cuba. I suspect the 64 year old lady that swam to Cuba had a license. Nice pictures!!!

Nice pictures!!! thx but be careful! yes you can apply for a visa to travel to cuba for specific purposes, typically education, religious, cultural purposes. restrictions were tough during bush years, but have eased during obama years. about going via another country. you can go via canada, but be aware they share your travel records with the states. although no one has been fined when returning to the usa from cuba travel per an agreement, our authorities are made aware you went to cuba. via mexico is the most popular way, but with multiple exit/entry stamps on you passport you could be questioned at certain key usa reentry points, such as miami. entering from nearby carribean islands is another way to do it, such as jamaica and err, cayman islands and a few others. note cuba issues everyone a tourist card, which they stamp, not your passport. they are happy to have usa citizens visit. if you get caught returning home at usa immigration somehow, say cuba stamps your passport or you have multiple entry/exits on it and get questioned, you will get yelled at and fined. typically fines are under $1K, but up to $50K if usa immigration wants to make an example out of someone. also, there is a myth that you can travel there, but just cant purchase anything. untrue, usa citizens are not allowed w/o approved visa permits. one more thing, you must convert your money to cuban convertible pesos (cuc's). it is illegal in cuba to use foreign money anywhere. americans need to keep cuban cash only as you cannot use credit cards. also, there is no usa embassy in cuba, so get in trouble you are on your own. so cuba travel remains illegal and tourism quite a bit dicey and nerve racking for americans.
