Sheriff Leis pokes hole in 'bubble' jail

JOE WESSELS / CINCINNATI POST

January 18, 2007

CINCINNATI - Hamilton County Sheriff Simon Leis said he will support a temporary jail - but only if it's made from bricks and mortar, not flimsier material commonly used in non-permanent lockups.

"Only if it's bricks and mortar," the sheriff said as he left City Council's Law and Public Safety Committee when asked the type of structure in which he would be willing to house prisoners.

So then its a permanent structure you want...I don't understand this guy.  First he asks the County Commisioners to approve money to sue themselves...then he says he supports a temp. jail, but only if it is 'bricks and mortar'.  :wtf:

LEBANON — Officials in Warren and Hamilton counties again want to discuss the possibility of building a regional jail.

Warren County Commissioner Pat South said Hamilton County Commissioner Todd Portune asked to resume talks about ways they can cooperate to help ease overcrowding at their county jails.

Something that wasn't posted...The taxpayers have to pay for Leis' lawsuit against the county commissioners.  We vote down a tax on a new jail, but we have to fund a lawsuit for said jail.  Unbelievable.

Man, I didn't know you could go against a public vote like this!!  If thats the case why didn't they simply implement the light rail tax after it was defeated (by about the same margin).  Oh but they could have held some public mtgs to let the public fume over what was going on...either way we would have light rail well under way!  I guess popular votes mean nothing!!!  Now knowing this I would also like Bush removed from office immediately...even though he was elected in, why can't we just decide inside government what is really best??!!?!?

^change one word, different law.  As I understand it the vote was not actually necessary, it is in the commissioners discretion to increases taxes by a certain percent.

Thank goodness someone actually thinking about a real answer to this overcrowding issue, rather than just creating more beds!

County: New jail is not enough

BY HOWARD WILKINSON | [email protected]

CINCINNATI - Hamilton County Commission president Todd Portune wants a commission vote by Feb. 23 on a criminal justice plan that goes well beyond just building a new jail and may or may not include a sales tax increase to pay for it.

This almost sounds too good to be true.  A location has been selected, location is not too far from the court house, neighbors are not holding a protest over it, and the land is to be donated for this purpose.  It will be interesting to see how this works out over the next few weeks.

Just thought I would include a map that is useful and that someone can relate to...unlike the Enquirer's map.  I believe these are the property boundaries (outlined in red) for the Sara Lee property (correct me if I'm wrong).  So here is my version, that shows you some context and the current jail that sits just a couple blocks away:

Could hotel tax fund new jail?

BY HOWARD WILKINSON | [email protected]

February 20, 2007

CINCINNATI - Millions in excess dollars from the motel-hotel tax could be used for jail expansion instead of asking Hamilton County voters to approve another sales tax increase, Hamilton County Commissioner Pat DeWine and Cincinnati Councilman Chris Monzel said Tuesday.

That $500,000 per day figure must be a typo...because they only had $7 million earmarked for the entire 2006 year.  The numbers don't add up.

If they were to spend $7million for one year that would be about $19,000 per day...which in turn is about $64 per day, for each inmate.

$500,000 per day is an extremely outrageous number...it simply cannot be true!

Leis, DeWine tangle over jail

BY JOE WESSELS | CINCINNATI POST

March 20, 2007

CINCINNATI - When it comes to the question of how to fund a new Hamilton County jail, Sheriff Simon Leis is finding more in common with the two Democrats on the County Commission than with his fellow Republican, Pat DeWine.

"Absolutely, it's no question," Leis said Monday. "They have sense. DeWine doesn't have any sense."

Jail Tax Redux

Democrats won't take 'No' for an answer

BY KEVIN OSBORNE | [email protected]

CINCINNATI - For the second time in less than a year, Hamilton County voters this summer likely will be asked to increase the county's sales tax to pay for a new jail, but supporters say that's all the latest proposal shares in common with a plan resoundingly rejected last November.

Lease renewal for Queensgate jail likely

BY DAN MONK | [email protected]

March 30, 2007

CINCINNATI - Hamilton County Commissioner David Pepper called the county's Queensgate jail "a disaster" after touring the facility March 23. The roof leaks. Mold and open wires line the walls.

"It really is not a safe place for these guards," Pepper said. "It's just a massive hazard."

Lease renewed on jail

May 8, 2007 | CINCINNATI ENQUIRER

QUEENSGATE - Hamilton County commissioners approved a two-year, $2.2 million lease Monday with Corrections Corporation of America, which owns the aging Queensgate jail on Linn Street. The lease holds neither party responsible for anything above ongoing maintenance of the converted warehouse, which houses about 800 county inmates.

County leaders offer up new $211M jail proposal

Fifteen-year sales-tax hike would fund it

BY JESSICA BROWN | [email protected]

May 10, 2007

CINCINNATI - A comprehensive safety plan that is to be outlined today by Hamilton County Commissioners David Pepper and Todd Portune would allocate $211 million for building construction and another $22 million annually to run the jail and anti-crime programs.

Wasn't the original estimates in the 40 mil range or am I getting my numbers and projects mixed up?

I think asking for a tax increase is a little far fetched.  Most people believe a jail is needed but are still feeling burned over the stadiums.  I believe those feelings are still pretty strong within the city.

Good Luck, but I would start looking into a alternate plan that may include liquidating some real estate that the city and county may have in its possession that is not viable.

Maybe start pushing harder for a casino!!

Let's take this to C-bus or Washington!!

Ideas anyone?    I think they need to stay away from the tax issue.

Raising taxes will not help in the decreasing population department anyway.

I agree...I think any tax issue will go down, regardless of merit.

No vote on sales tax

County leaders could enact increase themselves

BY JESSICA BROWN | CINCINNATI ENQUIRER

SHARONVILLE - Hamilton County voters won't be asked in August to approve a sales tax increase to fund a safety plan that includes construction of a new jail.

^ Memo to County Commissioners: A new jail is an obvious need.  Enact the sales tax hike.  If you don't, we are going to be voting on this every year until it is passed.  Lets eliminate the pain and suffering by enacting the tax.

^You may very well be right...but I think it's political suicide to go ahead and enact a tax that clearly doesn't have the people's support.  It's a tough situation.  Oh and welcome to the forum!

I think it's political suicide to go ahead and enact a tax that clearly doesn't have the people's support.

This is true.  They must feel very seriously about this if they are willing to risk re-election.

^ Portune and Pepper are very popular in this community.  I would be shocked if that would kill their political careers.

especially because the jail did well in the suburban republican communities.  It would win them votes out in the suburbs and I doubt it would loose them votes in the city because who else are they going to vote for?

Thats a good point...I wish them all the luck, but typically this would be a comparable move to taking funding away from police or firefighters.  I honestly don't care either way, but I just don't want it to become the mess that followed the PBS/GABP debacles.

Actually, what is needed more than a new jail is a giant bomb that you could drop on a city and the contents of the bomb would then seek out hard-core criminals and gang-bangers and evaporate them. No destruction and no mess. Kind of like chemical warfare on criminals.  :-D  :drunk:

I think that violates several constitutional provisions and the 4th, 5th, 6th, 8th, and 14th Amendments.
