I would also attribute some of the slowness to the client, City of Cleveland PD. I'm sure they are slow to make decisions, give approvals, etc. We thought it was moving fast given the giant task. Seems like you would want the same contractor doing the whole thing.I've seen instances where one company handled the core and shell work while another did the interior fitout, but in the case of the police HQ the core, well more specifically the shell is clearly not completed given the area where the windows new not installed and shoring can be seen on the floors beyond, which is probably the structural issue. Turner is obviously capable of doing those repairs, so interesting that they brought someone else in to do those repairs and everything else, including work (the windows), that was originally in Turner's scope.

You really only see a change of CM for things like criteria documents to construction documents, not usually between phases of work. Something happened for sure, but we'll likely not get the full story. Turner either walked, or were shown the door.
