What's really interesting to me is the short clock to deadline which to me suggests they already know where they want to put it. They just have to go through the legal motions of an RFP.

It's probably going to be the former PD building but... The tenant of the ex-PD building is the big sticking point. The president/CEO of Step Forward (formerly the Council For Economic Opportunities) really likes her office there and doesn't want to move. She has resisted all buyout offers. But I have to think that if the mayor comes to see her and says it's time to go, she may go. Perhaps that meeting has already taken place.

I'm sure the city can find a nice office for her elsewhere.

Another source checked in this evening and doubts it will be 1801 Superior. Source says it's only 111,000 square feet and doesn't think the city wants to build anything because construction costs are so high right now. Instead the source says the city probably wants to just renovate an existing building.

 

Problem is, there aren't many options within 2.5 miles of City Hall. Even the OC site isn't within 2.5 miles! See map below....

 

Current CPD HQ is a 293,197-square-foot building. With the extra space, they could rotate offices around within it during renovation. But I think they hate that building with a passion.

 

There's no other building downtown that's near to 250,000 that's empty or nearly empty and not spoken for. The 235,000 SF Medical Mart would qualify if not for the plans to incorporate it into the convention center. And from what I understand it would be difficult to convert to offices.

 

There are a few warehouses east of downtown that are more than big enough -- Richman Brothers (630k) on East 55th, May Co. (434k) on Payne Ave., ArtCraft Building (260k) on Superior, etc. I think ArtCraft could be a nice fit. It's in the hands of motivated developers. Its size is almost identical to what the city wants and the property includes 1.5 acres of parking lots for 360+ cars. A parking deck could create more spaces and a storage garage. And it's right next to ramps to the Inner Belt.

 

Bibb's chief of integrated development is Jeff Epstein -- he's the former director of the MidTown CDC. Bibb's planning director was Midtown's VP of community development. Perhaps they have insight to a building that could become available? Perhaps they could sweet talk Applied Industrial Tech to relocate its HQ to an office building downtown. But some new construction would still be needed to expand Applied's 145,000 Sf Euclid Avenue HQ. From satellite views, it looks like it was built in a manner to expand it without digging more foundations. Anyone know?

Police HQ may be large but most of that square footage isn't being used or is unusable due to terrible layout in which like 50 percent of the floor is hallway, elevators or unusable middle space as they didn't create any rooms in the center of the building outside of bathrooms.

 

Remember, 1801 superior is a block from an also underused and in need of renovation public safety central that has a ton of parking. So you should factor in that as well.

The city says it wants 250,000 square feet for the new digs. My response was a response to the RFP.

I know. Also, this article states the Plain Dealer building is 235,000 square feet. Hopefully I linked that correctly.

 

Commercialcafe has it at 255,000 but every other article I saw that stated a square footage said 235,000.

I was going with the MyPlaceCuyahoga site. If it's at 235K, then that should work with a small expansion.

I heard that Park Place Technology is interested in moving their HQ to 1801 Superior.

That would be a nice suburb-to-city move. If that's being considered by Industrial Commercial Properties, then that tells me that they're not interested in selling or leasing to the city.

 

Park Place's current headquarters in Mayfield Heights is 100,000 square feet. The RFP states that the new headquarters would be in a range of 180,000 to 295,000 square feet, broken down this way:

• Class A office space: 150,000 to 250,000 square feet

• Data center space: 10,000 to 15,000 square feet

• High bay warehouse space: 20,000 to 30,000 square feet (attached to the data center space)

Parking is important in the search; Park Place says it's looking for a site that has "easy access with ample parking" of three or four spaces per 1,000 square feet.

Most I've spoken with in the RE world have low confidence in getting any reasonable deal done with the city.  

 

This thing has been floating around for so long and previous experiences have left a negative impression on many.

With Medical Mutual announcement, it should now be vitally important to keep the police HQ downtown.

There are vacancies downtown, just not a 100 percent vacant building. The DHS requires the CPD to be in its own building -- not shared with anyone. The old Plain Dealer building comes close though.

Because it would be shared by another tenant, as was reported a few posts earlier. There is one tenant left that has refused to leave despite some offers to walk away. If that tenant could be encouraged to leave, it would offer a building that could meet DHS requirements.

Police HQ to the ArtCraft Building

After a competitive request-for-proposals (RFP) process the city has selected the historic ArtCraft Building, located at 2530 Superior Avenue, as the top pick for the new Cleveland Division of Police (CDP) headquarters. The city will begin negotiations for the site with the property owner’s team led by TurnDev Development and expects to have legislation ready for city council in January 2023.

This feels like a win for Downtown and more specifically the Superior Arts District. Opportunity Corridor never felt right for our city’s police HQ.  

Hopefully this will spur the already-building momentum in this area! Now if they could start on the Midway ASAP I will be happy. 

I would have loved to see an infill/extension building/garage off of 2001 Payne. That buildings to perfect for a Police HQ to not be one

I think that is great news. If the old PD building didn't work out then this might be even better. Downtown keeps the headquarters with all its activity. Another large and underutilized building is repurposed plus having it turned into a police headquarters should help stabilize an already blossoming area. 

 

A final note: Interesting how quickly this has transpired. If we were under the Jackson administration l'm sure city hall would still be dithering. See America, voting does matter.

This location is the kind of cheap, elegant, and common sense solution that I couldn't imagine happening in the previous administration.

 

I've got a feeling that the rigmarole about reevaluating the Jackson administration's plan due to the need for a "faster move-out" may have been coded language "The Bibb administration hated the plan from the start." I'm okay with that.

 

Also, a police HQ in a historic mid-rise building immediately gives me warm and fuzzy Brooklyn Nine-Nine vibes. That's a plus.

This is interesting.  I can't think of other examples of adaptive reuse of a building like this elsewhere in the country by a police department or similar entity.  So many great old buildings have been torn down in this town, its good to see an innovative reuse.

My first thought was DON'T MESS WITH THE WINDOWS haha.

 

Will be interesting to see what they can or cannot do to a historic building. I'm not optimistic but hopeful they can open up the bricked-over ground floor areas.

Interesting - I'm happy to see a re-use of such a prominent building. 

 

I'm shocked to see that TurnDev won the bid, given Pinney's pretty vocal opposition to the city in year's past. 

 

Seems like the right choice though.

Not to go off topic but according to an on line meeting  I recently viewed, construction on the Midway will not begin until  2025 according to the current time  line (design work has not even started-still in community engagement phase).  Of course, add two or three years to that...just because.

This is such a good decision!  Good to have fresh set of new eyes and perspective.  

Should we start the clock until the city has to hire another consulting firm to review the results/come up with new ideas?

Hopefully now the city can truly start the process of what to do with the Justice Center and perhaps building a new Courthouse tower downtown?

LOL, the building already has a bit of a jail vibe.

Totally bummed that they didn’t go back to Payne Ave and I’m struggling to think what use that could be adapted to in the future. 
 

I’m pleased with this choice though, that said, I’ve been in it a number of times as I used to use a marketing agency that were in there. It’s gonna be a hell of a refit. And yes, don’t mess with the windows!!

Good stuff. We need as many of our municipal assets clustered in the urban core to make it as resilient and diverse as possible. A bullet dodged in the battle against decentralisation.

i always thought it would be best to see one of the city’s best old buildings get rehabbed for some techy business or residential, but this outcome is very clever, thoughtful and even more long term sound.

 

who wouldn’t want to save money, save a beautiful, historic building and keep cpd centrally located and happy? best of all it will keep the beautiful artcraft building fully and stablely occupied and in use as it was meant to be for a long, long time.

Love this decision- and I’ve always been a fan of this building!  Keeping the windows is an absolute must! And this should do a lot for this stretch of Superior- which I’ve also always loved.   


As a side note, I think this building was one of the proposed demos that ODOT wanted for the eventual widening of the freeway… ODOT can go kick rocks anyways.

We just bought one of the townhomes on superior so I am super happy to see more development going into this area. Really has a chance to grow.
