Ohio's population is 12% black. Our prison population is 43% black. This is our racist legacy. Only 2 states have a greater share of ppl on probation. Only 2 states have higher overdose death rates. This is not working. Our prison population tripled since 1980, now 5x higher than any other western democracy. OH spends $1.8 billion a year to put neighbors behind bars.
