I just received a Dennis Kuchinich mailing that seemed to be a make good mailer on the "bloody Cleveland" sign.   In the new mailer he is promising to hire 400 new "Community based" officers (it also features the Edgewater Cleveland script sign with a rainbow....)   

 

If what I'm reading above is correct with the difficulties in building numbers, I'd like to know how he plans on doing this?

Another point to consider is how it will be paid for.  The Federal COVID relief money will only last so long and then it is gone.  It will be interesting to see how everything plays out regarding the loss of income tax revenue from workers doing their jobs at home with the legislation and legal challenges.  Beyond that, how much will be lost due to more people working at home going forward.  Jackson's pitch for getting the last tax increase passed was that he was going to hire more police officers.  That was a distortion of the truth as the increased hiring really was only due to keeping up with attrition.  With the information posted hear from somebody in the know, the number of new hires could not even keep pace wit attrition.

 

Regrding Kucinich's campaign material, will those 400 new "community based" officers be an expansion of the police department from its 1550 pre-COVID size or will it be 400 officers hired to increase current staffing levels.  Then again, the problems facing the department will work against finding, training and keeping new officers.

This sounds like another gangland-style hit. Motorist driving along Lorain Avenue, above I-90, when another car drives past. Driver of the first car is shot in the head and his car rolls to a stop up on the sidewalk. Shooter drives off....

A security guard was killed (apparently he snuck off elsewhere) and his body put in his car that was set on fire at Aluminum Smelting.  It would have been mid 90s since it was after I left but before I went back.


Right around the same time. USPS truck is shot up in shootout.

Off duty police office involved shooting at Giant Eagle on W 117th. I’ve been a hundred feet away from two incidents involving gunfire in less than three hours. Absolutely ridiculous. I know this problem is plaguing other cities but this year is gonna smash some records for Cleveland.

My coworker was in the store last night when it happened and he's pretty shook this morning.  First time for him experiencing gun violence ... and in broad daylight nonetheless.  He moved to Cleveland a few weeks ago. 

 

He fully gets this stuff happens in all major cities, but certainly hard to witness violence firsthand after just moving here. 

It is every city right now. I am BY NO MEANS of the camp of militant policing, but clearly there are a lot more criminals who feel more emboldened following the police criticism of last year.

CLEVELAND, Ohio — The off-duty police officer who shot a man Monday outside a supermarket was involved in three other on-duty shootings.

 

One month shy of his 21st year as a Cleveland police officer, Officer Robert Taylor shot a 21-year-old man outside the Giant Eagle on West 117th Street, according to Cleveland Police Patrolmen’s Association President Jeff Follmer and city records.

CLEVELAND, Ohio — The co-owner of a downtown Cleveland bar was shot to death Monday afternoon in an alley outside his bar, police said.

Thomas McDonald, 33, of Lyndhurst, died in the shooting, according to the Cuyahoga County Medical Examiner. Cleveland police made no arrests in the case as of Tuesday evening.

A woman in the bar started an argument, and gunshots were fired, according to police. The woman chased McDonald outside and shot him several times in the head and body, police said.

What's to address? The city, country really, has long ago decided this behavior is acceptable, and refuses to entertain any policies that could make a true difference. It sucks, but that's the choice our leaders and communities have made.

Making it easier to buy guns is making it easier to kill -- accidental deaths, deaths in fights, suicides, and murders are all easier with a gun than without.

I have great sympathy for the majority of the members of CPD.  Due to multiple reasons, the force has been eroded in size.  Empty and hollow statements on hiring more officers were no more than a play on words.  The mayor and his mouthpieces do not back them up.  If something goes wrong, they can reasonably expect to be thrown under the bus.  It must be extremely frustrating to basically be told to do next to nothing when they see and hear of problems going on.  They have no choice as if anything goes wrong, even if they aren't the reason, they get hung out to dry.  Due to a contraction of the department's size and rising crime rate, the strain of burnout (and the risks that it brings) is taking its toll. With everything going on, they barely put the department's airborne units in service.  We are told that the maintenance contracts expired.  What kind of b.s. is that?  Wonder if that dirt bike park money is sitting around unused.   

 

Unfortunately, this overall negligence of providing proper policing has a direct effect on the area.  The criminal element knows that they can do whatever they want to.  Take off and head to Cleveland for safe haven.  Suburban police frequently have to break off chases once in Cleveland as CPD will not assist and the suburban officers aren't familiar with the territory.  People who don't live in Cleveland have to suffer the consequences.

 

As an insider has posted, it is not going to end anytime soon.  Just to get the department up to pre-pandemic staffing, it is going to take a significant effort and have everything go right.  They have to be able to get enough individuals to enroll into the academy, hope they clear screening and attrition doesn't become too much (either from the classes and from those in the department).  In the current environment, does the prospect of becoming and remaining a CPD officer is not enticing.  Increasing the department's size beyond the pre-pandemic levels seems unattainable.

As best as I can tell their budget has only increased in recent years. If there is an issue with training and retention it certainly isn't because we're starving them of funding.

Nothing to do with funding and everything to do with no one wanting to be a police officer in this current climate. Can't find enough qualified candidates.

 Good, people shouldn't want to be cops. 

Then you'll only get the people who have no better option.  There's a great need for deep structural reform of our policing and justice systems, but only a fool would think that society isn't going to need some sort of policing function.  And only a fool would think that we shouldn't want it to be considered a respectable career, and that treating it as a disreputable career will improve the outcomes we get from our police force.

So, the only people who will sign on to be a Cleveland Police Officer (note-I didn't say "want") will be either fringe candidates who would have trouble getting into other departments or ones looking to not be on the force long.  If they get through the vetting process, they may have other issues that could lead to premature departure.  If they see this as getting experience under their belt, they will be applying to other departments as soon as they can.  For those, the CPD will be nothing more than a training academy for other police departments.  As older officers retire, experience and knowledge will be out the door and the majority of the remaining officers will be lacking in it.  The ones that are the fringe candidates that get remain could be some of the ones making poor judgement calls that drag down the image of the whole police department.

 

In the end, the residents of Cleveland will be the ones that suffer.

I think it should be noted that as of next academy new recruits have to sign a five year contract, and if they leave early either them or the department they are going to has to foot the city 30k. Some departments will pay the 30k to poach people but atleast we get something out of it.

At least CPD will get a few years out of the recruits before they bolt to better departments.  It only puts off for a little while longer the inevitable drain of talent.  It won't take too long before the department is split into two groups:  the seasoned "veterans" whose numbers will be dwindling due their retirements or other reasons for leaving and the still fairly inexperienced more recent academy graduates.  The question that needs answering is with the "strings" of a five-year commitment, will there be enough interested candidates willing to put up with all of the problems of CPD?  Then again, for $30k, all of the training and the experience gained in a couple of years will get that officer's new department someone who isn't a raw recruit or rookie.

 

Until the change at the top occurs and the new mayor seriously decides to improve the lot of the police department, nothing will change, let alone improving.

He reminds me of an old school (and not in a good way) TV cowboy detective.

 

I come from a family of law enforcement and the stories they told about the way things used to get done and maybe still do (my connections are all retired or dead now) are nothing like l would have thought if l didn't know better. There were many rules and no rules at the same time.

It's definitely not even as close to wild as the old days. Atleast from what people tell me. 

This and the mayor’s son getting shot and killed = bad Sunday night in the city. This happens rarely if ever in civilized countries.

I asked my dad who is Danny Greene. He replied he was a type of businessman who was also a criminal. I had a classmate in 5th grade who was also named Danny Greene and when I got to school the next day I said "I thought you got blown up!"

Per a cleveland.com article posted today, a 29-year old man was shot to death Wednesday in the Collinwood-Nottingham area of Cleveland. 

 

Now that Issue 24 has passed (something endorsed by that publication), all of a sudden the homicide count re-appears in an article.  It now stands at 152.  Last year at this time, it was 157.  The count was somehow "omitted" for quite a few weeks.
