Why do so many people use the "quote" function when they are replying to the most recent post?  It seems unnecessary IMO and results in threads becoming quite bulky.  I only use quote when replying to a post upthread.

This is why.  

I'm guessing it is because the quoted user gets an email/alert letting them know their post was quoted.  It helps them respond quicker, keeping the discussion flowing.  

If you are inclined to write a longer post on a fast-moving thread, several others might have responded already by the time you're finished writing.  You might have started responding to the most recent post in the thread, but by the time you're finished writing, it's 4+ posts back.
