Schottenstein Real Estate Group officials briefed Jerome Township planners Monday evening on what they're calling the Hyland-Croy Gateway District, encompassing both sides of the north-south Hyland Croy Road between Jerome Township and Dublin. Jacquemin Farms Village, as it was introduced this summer, would include a residential community of 300 apartments in 30 buildings, plus a 250-bed assisted-living facility, a shopping center and 976 parking spaces on 60 acres that includes the Jacquemin Farms market and a neighboring property between Hyland Croy Road and Route 33. Newly public plans call for a Gateway Village district on the east side of Hyland Croy Road, abutting Dublin but still in Jerome Township. That proposal includes 128 residential units geared toward empty-nesters, along with 50 assisted-living units and 75 independent-living units through a partnership with the Roman Catholic Diocese of Columbus. The plan went before the Jerome Township Zoning Commission three times during the summer and fall before gaining approval. Dublin Council members June 27 had a first reading of the Dublin-Jerome Crossroads Area Plan, which includes 987 acres in Dublin and Jerome Township. Recommendations set forth in the plan include formalizing a protocol for pre-development consultation, creating a stronger, coordinated development review process, improving transportation infrastructure, creating stronger physical development standards, exploring an annexation boundary and conducting a fiscal analysis. Dublin, Jerome Township, Marysville and Union County have worked for 18 months to create the plan, said Dana McDaniel, Dublin's city manager. Dublin City Council on Aug. 22 approved the Dublin-Jerome Crossroads Area Plan, a land-use plan for the crossroads of U.S. Route 33, state Route 161-Post Road and Hyland-Croy Road. According to Dublin officials, communication among other government representatives involved show that all parties except Jerome Township are ready to approve the plan. ( . . . ) Jerome Township Trustee Ron Rhodes said the township's attorney is reviewing the plan. Following that, the zoning commission will make a recommendation about the proposal. Then the trustees would consider it. He said the trustees won't make a decision about the plan until the Ohio Supreme Court rules on the Jacquemin Farms case because that land is one of three parcels in Jerome Township included in the proposal. That Ohio Supreme Court case revolves around deciding whether to uphold a referendum petition the Union County Board of Elections approved in April that sought to put the rezoning of 60 acres on Hyland-Croy Road on the November ballot. The development hit a key milestone this fall, with construction complete or underway on 1,000 homes across the 1,700-acre community. Master developer Nationwide Realty Investors Ltd., aided by half a dozen homebuilders, says the Covid-19 pandemic has created a market surge that hastened the work. "We were worried in March, but this is something that we've been able to stay on time and I think it's one of the few things that has," Nationwide Realty President Brian Ellis said. Jerome Village is split into 17 neighborhoods and will total 2,800 single-family homes when it is completed. The group of developers filed suit against Jerome Township last July, after resident-led referendums blocked projects that had been approved by the township's trustees. According to the complaint, residents in Jerome Township "misused" the referendum process in an "arbitrary, capricious, unreasonable, and unconstitutional scheme" to block three housing developments approved from mid-2019 and mid-2021: The Homestead at Scotts Farm, Rolling Meadows and The Farm at Indian Run. Jerome Township moved to dismiss the lawsuit in September, but the parties entered into settlement negotiations shortly after. The newly approved deal gives the plaintiffs the green light on their projects, in exchange for: Jerome Village Co. will pay the township $1 million to finish construction on and equip a new fire station and $1.25 million over ten years toward other needs. The number of residential units proposed within Paragon's Rolling Meadows development will be reduced. A related deal allows the Columbus development firm Schottenstein Real Estate Group to extend Houchard Road north of Route 161, allowing the development of roughly 750 acres in the Jerome Township Innovation District. The Union County Board of Commissioners reached the deal with the Jerome Township Board of Trustees, ending a year-long battle over control and financing of development in the township immediately west of Dublin. The agreement allows Schottenstein Real Estate Group to proceed with its plans for the 200-acre Jerome Summit development north of Dublin Plain City Road (161) and west of Weldon Road in the Innovation District. Jerome Summit is expected to include apartments, retail, industrial and technology uses. Schottenstein Real Estate Group plans to start the development in the spring by extending Houchard Road north of 161 into the site. Plans call for eventually extending Houchard to Warner Road.
