The conveyance is legally complete when the deed is handed over. It's really the title company writing the title insurance policy for the buyer and lender who is exposed by an extended recording gap, and even then, the risk isn't all that high. The purpose of recording (via recording statute) is to provide notice to third parties and allow the them to ascertain the status/condition of a title to real property. Thus, grantees need to record in order to protect/preserve their interests.

Maybe, maybe not. It all depends on what phase of the project they were in. Since they were close to announcing a groundbreaking date though I would have assumed they had already bought out the steel package.

June 28, 20213 yr I hate to be Debbie Downer here but this is basically how it happens here in Cleveland. I really want this project to start construction, so i don't want any feedback that i have a negative point of view etc. I am 67 I have followed Downtown Development since my days living at Fenn Tower in the mid-70's. We here on Urban Ohio get SO EXCITED every time we get some info on a new development and that is because We want it to happen ASAP. Sadly, I believe that somewhere around 10-20% of announced projects actually get built. So we are in for some disappointments to come. You cannot imagine how many Lakefront Development Plans i have seen. ( I really liked the Jane Campbell plan going back to around 1980 AND Basically not much happened ( small pct ) since they were announced. I don't why i have this feeling but i feel that SWH will disappoint us. For what they will eventually build they did not need to buy both the Jacobs & Weston parcels. This CCA project i really want to get built and i hope that they could get things figured out because some of us around here have fear of the other shoe dropping. He has his way of doing things from city to city to city and the local subcontractors must all change to abide by his budgetary strategy. Look at the estimated cost of this building. It's extremely cheap. The only way you can build a 23-story tower on such a low budget is to cut corners and/or use extremely cheap labor which is difficult to find right now. My understanding is he does this in every city that he builds in. I will give him credit for being able to get it done but his methods have made a lot of people angry here locally. I don't know if he's ticked off people like this in other cities as well. If there wasn't a similarly sized residential building already under construction here in Cleveland, then I would give more credence to the possibility that it's the construction market that is slowing this project. But the Artisan in University circle is well under way and there is no sign of it slowing. Intro Undeniable that some subs are swamped. Others who can do the job are being knocked out of the box because they are union and too expensive. And the interior design itself is being changed to reduce costs because other aspects of the project are coming in too expensive. I'm sure the record-high steel prices are part of that but sources didn't bring them up, specifically. But everything I'm hearing is that this project is a go. Only question is when. BTW, if contractors are having a capacity problem now, wait until this winter and beyond. They better start recruiting new hires from both inside and outside the metro area to be able to take on City Club, Library Lofts, SHW HQ + R&D, 925 Euclid, Flats East Bank, three big Cleveland Clinic projects, next phases of Metro Health, Bridgeworks, Magellan, possibly nuCLEus, and other projects I'm not at liberty to discuss and I'm sure there's others percolating out there. They did the same thing with one of the largest and most reputable GCs in Chicago for a project there. They only thing they have built in Cleveland so far is a bad reputation. Some people think the excitement is in the actual construction but us insiders know the real tension is in the paperwork.

Any Clevelander who follows development in this town knows all too well announcements, renderings etc. are often followed by inaction.
