That seems unnecessary and bad in this instance. (It's understandable near Tower City where everything is literally a bridge). There aught to be plenty of space to plant tall trees into the ground where the roots can expand. Hopefully these don't end up being planter box trees, nice trees would do a lot for this street. There's little to no greenery there right now.

I think if it were beautified a bit it could be a nice amenity for downtown residents to use respectfully. This was discussed a bit in the downtown parks and public space thread.
