Billion-dollar mystery in Pickaway County sparks speculation and secrecy "The Pickaway County Commissioners are drawing scrutiny as they maintain secrecy around a proposed billion-dollar development project in northern Pickaway County. Dubbed “Project Thor,” the initiative, designated as a state mega project, is expected to generate nearly $75 million in annual payroll and could bring transformative economic benefits to the region. During the November 26 County Commissioners meeting, an executive session was held involving the commissioners, County Administrator, Tim Colburn (P3), and the county clerk. Such sessions allow elected officials to meet privately without public input. Following this session, the commissioners approved a letter of support to the Ohio Department of Development, requesting $70 million from the All Ohio Future Fund for infrastructure improvements at the proposed site. The letter described Project Thor as a “transformational opportunity” with “long-term, lasting impacts across Ohio.” Rickenbacker at the Center of Speculation The proposed site for Project Thor is in the vicinity of the Rickenbacker area, where CT Realty has been heavily investing in logistics development. CT Realty’s Rickenbacker Logistics Park currently includes over 5 million square feet of shovel-ready space. The secrecy surrounding Project Thor has fueled speculation. Residents and journalists have pressed officials for details, with little success. January 16Jan 16 Defense-tech startup making autonomous weapons pledges 4,000 jobs for Central Ohio "A defense-tech unicorn has chosen Central Ohio for an advanced manufacturing complex to make huge arsenal of drones and autonomous weapons for the U.S. Anduril Industries Inc. aims to start production early next year at the plant called Arsenal 1 and create 4,000 jobs by 2035, company and state officials announced Thursday. Ohio beat all 49 other states searched, Anduril Chief Strategy Officer Chris Brose said in a teleconference with reporters and state officials. "We believe that the next arsenal of democracy will be made in Ohio and it will consist of thousands and thousands of high-tech autonomous systems and weapons," Brose said. The site in northern Pickaway County has a 700,000-square-foot facility ready for modifications, so Anduril can start production quickly, Brose said. Anduril and state officials announced the project Thursday morning and planned a 9 a.m. news conference at Rickenbacker for more details. Anduril announced in August that it had secured $1.5 billion to develop Arsenal-1 "the manufacturing platform for modern warfare. With Arsenal, Anduril’s goal is to manufacture and produce tens of thousands of autonomous weapons systems addressing the urgent needs of the United States and our allies." The factory will be "designed to produce tens of thousands of autonomous military systems annually," according to Anduril. January 16Jan 16 Defense Contractor Facility to Bring 4,000 Jobs to Columbus Area Anduril, a defense technology company based in California, plans to build a five million-square-foot manufacturing facility south of Rickenbacker International Airport. State officials, who announced the project this morning, are calling it the largest in Ohio history and say that the factory will bring more than 4,000 new jobs to the region by 2035. Construction could start as soon as plans are approved for the facility, which will be located on about 500 acres of land in Pickaway County. July 2026 is the target date for the first products to be made at the site. The scale of the project and number of jobs promised puts it in the same economic development category as the Intel factory, which will employ 3,000 and is currently under construction in New Albany. Anduril Goes Big In Ohio With Arsenal 1 ‘Hyperscale’ Drone Plant "Back in August, disruptive defense tech outfit Anduril announced they had raised $1.5 billion specifically to build a ‘hyperscale manufacturing facility’ which would produce ‘orders of magnitude’ more drones than current processes. Their grand plan was to ‘rebuild the arsenal of democracy.’ Now this vision is taking on concrete reality, with the announcement of a giant new high-tech development in Ohio, a five-million-square-foot facility named Arsenal 1 which will create more than 4,000 new jobs. The new facility represents the biggest new project ever in Ohio’s history by number of employees. The facility will be located on 500 acres in Pickaway County near Rickenbacker International Airport. January 27Jan 27 $450 Million Tax Credit Approved for Anduril Development Additional details emerged today on the defense contractor development that was originally unveiled two weeks ago. Ohio officials including Governor Mike DeWine issued a statement detailing the incentive package for the company, which would total just over $452 million over the next 30 years. “These investments are propelling Ohio into a future defined by innovation, cutting-edge technology, and unmatched opportunity,” said DeWine. “Anduril is not only revolutionizing America’s defense industry, but it’s joining the wave of coastal companies expanding to Ohio and bringing thousands of jobs and millions of dollars in capital investment to the Heart of it All.” The project —slated for completion in 2035 — will include 5 million square feet of manufacturing space on a 500-acre site in Pickaway County, just south of Rickenbacker International Airport. The company is expected to employ 4,000 workers while projecting an additional 4,500 indirect jobs and contributing $2 billion in economic output for the state and the region. February 1Feb 1 Author Anduril promises major job growth for state tax breaks Two weeks after Anduril Industries announced plans for a $1 billion, 5-million-square-foot production facility near Rickenbacker airport, more development details have emerged. The Ohio Department of Development announced Monday a 2.594 percent, 30-year Job Creation Tax Credit that will save Anduril an estimated $450 million. That's the second-largest tax credit of its kind in Ohio history, just shy of the $475 million package awarded to Intel. Pickaway County will also request $70 million from the state's All Ohio Future Fund to help with site prep. Anduril pledges to invest $910 million toward the site by the end of 2035, and will be required to maintain operations there until 2058. In Columbus, the company gains a unique mix of amenities and geographical bonuses along with the $450 million welcome package. Proximity to Rickenbacker offers runway space certified for military cargo and airlift, plus broader access to the region's defense, aerospace, national security and Air Force industry and Columbus' centrally located supply chain has better ground, rail and air access than most areas of the country. Anduril's campus will mostly sit just south of Rickenbacker and just east of a group of nearby warehouses and distribution centers, per a map shared with Axios. The company aims to start delivering its Fury autonomous air vehicle out of an existing building as early as July 2026. Next will come Barracuda cruise missiles, Roadrunner autonomous twin turbojet vehicles and more. Production is expected to increase from dozens in the first few years to eventually thousands over the next decade. Anduril is motivated to move quickly because of tangible commitments. The company already has "committed orders" and "clear production contracts that are driving delivery and timeliness". https://www.axios.com/local/columbus/2025/01/31/anduril-arsenal-1-project-plant-ohio-tax-breaks

Currently the site is roughly five minutes from Rickenbacker using Ashville Pike to Airbase Rd. but once Rickenbacker Pkwy E is connected to Airbase Rd (near Firing Range Rd) the site is just a couple minutes from RIA Some of the land is owned currently by CT Development and this is where the existing building is going to be converted. It is either on Raymond Ave or Henson Family just south of Airbase before the big curve. Additional buildings will mostly be on Airbase north of the curve or on the part of Airbase that runs E/W toward Walnut Creek Pike. This land is was bought by Montrose Development in 2023. At some point Rickenbacker Parkway E will be extended all the way to Pontius and Hayes Roads in Franklin County to make a full ring road around Rickenbacker. I am working on an adjacent property transaction so I have been following projects in the area closely. But I still only found out about Anduril from the media. Things were pretty quiet publicly but if you were hanging around the Pickaway County Commissioners or the township trustees meetings back in the fall you might have known.
February 14Feb 14 State sends $70M to Pickaway County to push Anduril project forward The state approved $70 million in infrastructure support for Anduril Industries’ Central Ohio plans. The Pickaway County Port Authority will receive $86 million from the All Ohio Future Fund for infrastructure upgrades, approximately $70 million of which are directly supporting the military supplier’s planned manufacturing plant. The remainder will support a potential nearby development. Gov. Mike DeWine and the Ohio Department of Development Thursday announced the award. Four other projects elsewhere in the state also received funding from the $750 million fund, which was established last year to help local communities prepare sites for future economic development. February 15Feb 15 Author Ran across a decent article from SiteSelection on Arsenal-1 at Rickenbacker. I pulled out a few interesting nuggets... Drone Maker Lands $900 Million Project in Central Ohio Anduril is making a $900-million investment to create the planet’s largest drone factory in Pickaway County in Central Ohio. Announced to the public on January 16, the planned factory complex will cover 5 million sq. ft., roughly the size of 87 football fields. The campus will be known as Arsenal-1 and will be the largest jobs-generating deal in Ohio history. More than 4,000 workers are expected to be employed at the 500-acre site in the Columbus region upon buildout in 2035. Following a nationwide site search, Anduril chose a tract in Greater Columbus next to Rickenbacker Airport, an old military base that now serves as one of the nation’s busiest air cargo hubs for logistics operations. Anduril looked at more than 400 sites and more than one in Ohio. 50 States Tried, One Triumphed Kenny McDonald, president and CEO of One Columbus, says it took every ounce of agility and responsiveness Ohio had to win the deal. “It was a true 50-state competition,” he says. “We won because we had an extremely special site and because of the sheer scale of manufacturing capacity in Ohio. We went from first meeting with them last August to closing the deal in just a few months. They had a shortlist of finalists in mind when they came to us. All parties involved in Ohio were instrumental in getting this deal done.” Colburn, executive director of Pickaway Progress Partnership in Pickaway County, says the seeds for success were sown when state and federal leaders transformed Rickenbacker Airport into a community asset. “We have about 60,000 people in Pickaway County. Circleville, the county seat, is 14 miles from the site. Downtown Columbus is just 16 miles from it,” he says. “This will be a game-changer for Pickaway County.” Full article found here: https://siteselection.com/drone-maker-lands-900-million-project-in-central-ohio/
February 18Feb 18 I was out at the Anduril site earlier today and things are definitely beginning to stir. There were at least two survey crews on site. Some other crews were on a couple spots along Airbase Rd where infrastructure upgrades are planned. Also saw a couple Xylem crews- so hopefully we'll see tree clearing begin on site soon. Snatched a quick one through the windshield from Airbase Rd adjacent to the Anduril site
February 18Feb 18 Xylem has been opening up powerline ROW for months now miles away from the site. They definitely want redundancy even on smaller lines. I was going around a corner on Walnut Creek Pike thinking "this house stays" then two seconds later there's a surveyor. No that house doesn't stay!
February 27Feb 27 Author Drone manufacturer Anduril to build new Rickenbacker hangar as part of $900M project "The Columbus Regional Airport Authority's board of directors approved a 50-year lease of 75 acres of Rickenbacker International Airport land to drone manufacturer Anduril Industries Tuesday. The company will use the land on the airport's south airfield for aircraft hangars, aircraft parking ramps and "related improvements," according to a CRAA resolution. Renting the land will cost Anduril $588,060 per year initially, with the rent amount increasing by 2% each year. Anduril announced in January that it plans to build a $900 million complex in Pickaway County that would manufacture drones, missiles and other high-tech weapons. The facility, named "Arsenal-1", is expected to employ just over 4,000 people by 2035. The state of Ohio is offering Anduril $452 million in tax breaks for 30 years for the facility. The state also plans to spend $70 million on a taxiway and other improvements at Rickenbacker International Airport to accommodate the company." https://www.dispatch.com/story/news/local/2025/02/26/anduril-leases-75-acres-for-hangar-at-rickenbacker-international/80507437007/

March 11Mar 11 Author Recent article out of the Orange County Business Journal about Anduril Arsenal-1 ... Arsenal-1: Joint OC Collaboration Underway for Anduril’s Ohio Site Two Orange County-based companies are joining forces in one of the biggest leasing deals in the United States in recent years. Newport Beach-based CT Realty is developing a 5-million-square-foot complex near Rickenbacker International Airport in southeast Columbus for Costa Mesa-based Anduril Industries. Anduril will invest more than $900 million in the project called Arsenal-1. CT will spend an equivalent amount, Managing Partner James Watson told the Business Journal. “This is one of the largest ever constructed in the history of our business,” said Watson, a 45-year veteran of the commercial real estate industry. “We are really proud to have been selected by Anduril to execute a project of this magnitude.” CT Realty is a well-known developer that has acquired and managed more than $8 billion in industrial and office properties since its inception 31 years ago. In 2016, CT Realty, under the direction of Partner Rob Huthnance, steadily bought land around Columbus’ Rickenbacker International Airport and now has about 900 acres in total. It owns the 382-acre Rickenbacker Logistics Park, which already has 4 million square feet of Class A Logistics buildings. The $1.8 billion Arsenal-1 project will be on 500 acres adjacent to the logistics park. Arsenal-1, with the site announced in January, is the largest new project in Ohio’s history by number of employees, creating over 4,000 jobs, the state said. It is one of the biggest lease deals in the U.S. in years. Anduril says the site will have a “software-driven approach to manufacturing” and will manufacture and produce most of Anduril’s autonomous weapons, sensors and systems at full rate production. https://www.ocbj.com/technology/arsenal-1-joint-oc-collaboration-underway-for-andurils-ohio-site/
