TURNER The 1,000 jobs Progressive Corp. is planning to add as part of a $161 million expansion of its headquarters will be new positions, and not transfers from other locations, as neighboring town officials had feared, a state spokeswoman confirmed. There had been concern that the auto insurer would siphon jobs from other places, such as the 2,700 workers at Progressive sites in Highland Heights and Mayfield Heights, when the company earlier this month announced its expansion plans. But Progressive, which is in the process of applying for a 15-year, 75% job creation tax credit for the project, recently informed the state that all the jobs would be new, said Melissa Ament, a state public information officer. www.cleveland.com
