The Carter Manor, once poorly managed and a haven for drug trafficking, could be in the vanguard of local federally subsidized housing for seniors in its new life as Winton Manor.

Sure sounds like it will be a huge improvement for the area.  I am glad to see two large apartment HUD-supported buildings will be improved in the cbd.

no i mean its in a nice location and its quite a handsome structure, its too bad it isnt available to the general public to rent as well... unless im wrong on that?

nope, I'm pretty sure there's a contract on the land that says that this building has to remain "affordable" for something like the next 20 years or so.  I'm not sure on the timeline, but it's still a good amount of time.  It is pretty much guaranteed to be leased out and Ferchill gets his money because HUD is paying the the difference between market rents and what is "affordable" to the low-income tenants.

 

the building is beautiful and the market rate rehabs further down Prospect will give the richies a new place to live.  There's also the Osborne across the street and many others nearby!

I reside at the Winton Manor formerly known as The Carter Manor and have resided here for more than 13 years.  Sure they have rehabbed the building cosmetically by doing spot repairs and adding a few face plates here and there building is not what it seems.  On many days you can go in various public areas and see human secretions in public areas that are also exposed to kids, you will see trash in the stairwells, sometimes in the elevators and in front of tenants units.

 

If you lived here you will experience children running up and down the halls sometimes hitting on tenants doors and running, tenants playing loud sometimes vulgar music, televisions sometimes are played loud as well as it seems so many tenants have surround sound speakers attached to the televisions.

 

People have guest who entertain their guest in a tenants unit when the tenant is not home.  Some people entertain their guest in the hallways.  Many rules are not enforced at this building and the building is not secure - mostly everything printed in the Plain Dealer was a lie, the plain dealer was called and it was requested that a follow up be done and they refused flat out.  I also noticed that many articles that printed on this building have been censored.

 

The building has bugs like Ive never seen before, it has been my experience that the management company alters the truth to get move ins and give you hell when trying to get things resolved

 

It's a lot of drama in the building and  although the name has changed as did the appearance of the building but it is just as it was when it was the Carter Manor..NOTHING HAS CHANGED!  Most of the promises they claimed in the paper were not honored like a computer room, a store, doctors in the building etc.

 

We have security on site but they only check IDs and thats it, you can do as yo please and the guards only write complaints and then it's finished.  Management really doesn't enforce rules or deal with complaints unless you owe them money or unless they want you out.

 

The building is a joke as are it's rules

 

We have so many false fire alarms that people often times do not even want to leave their apartments, they have no real evacuation plan or safety alternatives for people who are in wheel chairs - it's really sad, it was said that we would have new elevators because the old ones would break down a lot - guess what???  we never got the elevators although they did put paneling on the elevator walls to give it a new look but the elevators are not new - money was not spent the way it was printed in the plain dealer or how it was promised to tenants

 

people really need to talk about whats really happening in their buildings even if given anonymously

 

People have a right to know what they are getting into

 

They do not do thorough checks on people because what I have seen it's like they let anybody in the building

Loud music, people entertaining guests in your hallway? So it's like a real apartment building?

 

Why are you b***hing at US about this? What have you done to communicate this directly to the building landlord/super?

What, he's not allowed to share his experiences unless they're good????

No .. of course he is. It just sounds like he didn't share them with the people who can actually make a difference.

This is just an observation.

 

 

I don't want to speak on behalf of anyone.  There might just be a misunderstand, but the way the post are written is in the vain of a rant, but doesn't say what the poster has previously done to improve the situation.

 

Nor are the post asking for help in order to rectify the situation.

 

There are several people, some neighbors, on this board that could offer assistance.

Even if the poster didn't complain to management (and maybe he did - after all, he alludes to contacting the Plain Dealer about a follow up so he's clearly proactive), that shouldn't invalidate these his criticisms and I can't believe you two (well, more so jpop) are practically accusing him of irresponsibility.  All he did was detail precisely what the problems were.  His post doesn't have to spell out what he's done; it's simply an angry observation on what the problems are, which I, and probably other viewers, find helpful since I'm always curious what downtown living is like.  I mean, I'd rather know what the apartment's problems are rather than nothing at all.

 

 

 

Think about it this way - the last post in this thread was two years ago, and it sank to the bottomless pit of the forum. Two *years* later, someone reads a post and goes to the trouble of registering an account, all so they can post their rant (for whatever agenda they may or may not have). This person also posted a link to *their* prison pen-pal matching site (which was immediately deleted). It's possible their complaints are completely legit - it's also possible that they're a disgruntled former employee of the management company or any other scenario. Just as you got after jpop for not buying their story, it's just as fair to get after you for scolding people for being skeptical.

 

It's not unlike someone who shows up to a party waaay late, overhears a innocuous conversation along the lines of "gee, did you hear ____?" and then three hours later, inexplicably goes on some tirade about that earlier conversation. Of course people are going to take that as a little bit odd.

Well, unless you're elderly and disabled, and looking for subsidized housing, this isn't really a representative picture of what downtown living is like.

Unfortunately, this does cause a bit of problem in the neighborhood. An acquaintance of mine lives on the Prospect-facing side of the Osborn building, and has bemoaned the constant fire trucks, police cars, and ambulances coming at all hours of day and night. He likewise bemoans all of the Cartor Manor residents who like to hang out outside in front of the building, making noise at all hours of day and night. The management did ask security to keep check on people being loud out front, but it isn't like "security" has much more power than to ask people "please quiet down -- it's late and we've got neighbors across the street who want to sleep."

 

We just had a real fire around 4:30 this morning. The alarms were going off inside of the building for 12 minutes before we finally heard the fire truck sirens approaching outside. Yes -- a very real fire was burning for more than 12 minutes before they arrived on site. The internal alarm had been going off for 10 minutes when one of the tenant council staff started knocking on doors to let everyone know -- the alarm is REAL -- get out! THAT'S how many false alarms we have!

Billiards tables? Library? Doctors offices? Service vans? New HVAC? HAAHAAHAA! They put in a new chiller on the AC THIS SUMMER after the old one was broken for nearly a full year, and I assure you -- the HVAC units inside all 270 apartments are NOT new. I wonder what propaganda they're smoking(?) And it's true -- the news ignores us here. All of the money for those fabled amenities gets wasted on paying false alarm fees to the local fire houses, and to repairing our nice "new" (hah!) elevators every time they break down. There's nothing that will make you shake your head like watching 15 people cram into an elevator after we've all evacuated for a false alarm -- yet again -- just to see "out of order" signs on the elevators thereafter. One time just this past week, I had to wait 9 minutes for the one working elevator out of 3 total.

 

When they did the renovation -- sure, they refused to renew leases for more than 60% of the tenants who had all manor of violations in their records that disqualify people to live in HUD housing. When management suddenly wasn't collecting any HUD subsidy on vacant apartments, a certain leasing agent [who is now thankfully gone] was turning a blind eye on a lot of applications, not running proper background checks, etc. -- so some of the folks kicked out just months earlier ... moved right back in. The current leasing agents are both very nice and do what they can to make sure all new tenants meet the HUD regulations, but even so -- they can only do so much to address the problem of off-lease family members who are not qualified to live here "temporarily staying" with tenants long term. There was one guy whose lease was not renewed last year because when he moved in, he said he was divorced and his ex-wife had full custody of the kids; however, after he moved into a one bedroom apartment -- somehow his five kids moved into the apartment while he mainly stayed ... with his ex-wife. Five minors; no adult supervision.

 

To anyone who lives at the Osborn or at Huron Square -- if Cartor/Winton Manor is a nuisance to you -- please file a complaint to Winton Manor management, to the city, to the news, to whoever! Management is really jaded about complaints from their own residents. Your complaints are the only reason management bothered asking security to keep an eye on the noise level from loitering residents out front. Your complaints may be the only hope for Winton Manor to really shape up its act and become a good neighbor. Just please be polite to the on-site office staff -- don't shoot your messenger. Complain to the actual property management. The on-site office staff gets harassed by tenants with all manner of complaints all the time. They are just leasing agents and messengers between the tenants and property management / maintenance, not much real power there.

 

Please help Winton Manor become a good neighbor!  Complain to MJM Management and the Ferchill Group!

Bellwether Enterprise Real Estate Capital closes $12 million loan for Winton Manor in Cleveland

 

Bellwether Enterprise Real Estate Capital LLC recently originated a $12 million loan with the Federal Housing Administration for the refinancing of Winton Manor in Cleveland.

Owned by The Ferchill Group, the property consists of 270 assisted rental units for seniors. The loan will preserve Section 8 affordability to Winton Manor residents for 30 years.

Looks like some exterior reno work is going on. Very glad to see they’re doing it right with pedestrian tunnels running along the sidewalk underneath the scaffolding.
